AUDITOR’S REPORT
FOR THE HALF-YEAR ENDING 30TH JUNE, 1870.

Sir,
I have the honor to forward herewith the County Treasurer’s account for the financial half-year ended the 30th June, 1870, viz.:—Statement of Receipts and Expenditure and Balance Sheet, which I have examined and certified to in the usual manner.
Although the Revenue of the County for the past half-year was less by about £1200 than that of the previous one, it is satisfactory to know that the liabilities of the County have been reduced by the sum of £4359, as follows:—

Of course I have not included any amounts that may be due on Public Works undertaken on the system of deferred payments, but have only to deal with those included in the appropriations of the past financial half-year.
The debt of the County on the 1st January, 1870, was composed of the following items, viz:—

Bank overdraft ... 5330

After paying off this amount as well as carrying on the machinery of the Government, and expending large sums on Public Works (vide statement of expenditure), the debt of the County, on the 30th June, 1870, stood as follows:—

I observe in the County Treasurer’s Statement of assets on the same date that several amounts which were included in the Statement of the previous half-year ended 31st December, 1869, have disappeared, for instance—Rent due by the Coal Company, Greymouth, £400; R. Reeves, Kawhaka Toll, £300; Survey of Native Reserves, £1500; County proportion of Sinking Fund, £10,000; without any explanation being given as to the cause.
The two first items have been so constantly brought before the notice of the County Council that I regret having to allude to them in this report. As, however, they do not appear in the Statement of Assets, I do not consider that I should be doing my duty were I to pass them by without drawing your attention to them. As, however, these matters have been placed in the hands of the County Solicitor there will not be much difficulty in learning what action he has taken for their recovery, and (if any) what is the result—whether they can be set down as money entirely lost to the County or otherwise.
