With regard to the Kawhaka Toll, although Mr. Reeves has been adjudicated a bankrupt, I very much doubt whether he can include in his schedule an amount due to the County Government; but as this is merely a matter of law, it does not require any further comment. The amounts due for the Survey of Native Reserves and Proportion of the Sinking Fund are matters that rest entirely in the hands of the Legislature.

In checking the Revenue I found some of the Vouchers deficient in particulars such as Incidental Receipts. In some instances the Treasurer has given receipts for miscellaneous Revenue without compelling the persons depositing the same to produce Vouchers showing in detail the particulars of the amounts received; so that there are no means of ascertaining whether they are correct or not. As however I have communicated with Mr. Horton on the subject, I trust that the matter will be rectified in future.

With regard to the Expenditure of the half-year, I beg to report that the provisions of the "County of Westland Act Amendment Act, 1869," have been carried out, and all Vouchers audited previous to payment; none of the votes have been exceeded, and the classification of the Vouchers appears to have been, without exception, correctly made. The only irregularity that I have noticed is that in a few instances the payments have not been made direct from the Treasury, and in one case, viz., the payment of men employed in forming the track from Greymouth to the Omotomoto Creek, the dates appearing on the Vouchers as the dates on which the men were actually paid are 21st February, 16th March, and 19th March, 1870, whereas the Vouchers were not authorised for payment, and cheques issued from the Treasury, till the 1st April, 1870, the ensuing month. No doubt the County Engineer can explain the circumstance, which being clearly in contravention to the "County of Westland Act Amendment Act, 1869," I trust will be prevented in future.

I am glad to see that the County of Westland Deposit Account (to which I referred in my last report) has been kept in a most satisfactory manner during the last half-year, and that the County Treasurer’s Bond is also in course of preparation.
