Proclamation.
By His Honor William Fitzherbert,
Esquire, C.M.G., Superintendent of the Province of Wellington, in the Colony of New Zealand.
WHEREAS, by an Act of the General Assembly, intituled "The Wellington Rivers Act, 1875," hereinafter called "the said Act," it is provided that the Superintendent may from time to time decide that any part or parts of the Province shall be constituted a district for the purposes of the said Act, and shall describe the limits of such district and designate the name by which such district shall be known, and mention the number of conservators, being not less than three, nor more than five, of which the Board of the district shall be constituted, and shall take the necessary steps for the constitution of a Board of Conservators for such district.
Now, I, William Fitzherbert, C.M.G., do hereby declare that the portion of the Province of Wellington, more particularly described in the first Schedule hereto, shall be constituted a district for the purposes of the said Act, and shall be designated by the name of "The Waiohine River District," and that the number of the Board of Conservators to be elected for said district shall be five.
And I do hereby further declare that the regulations contained in the second Schedule hereto shall be the regulations under which the elections of members of the Board of the said district shall be conducted.

THE WAIOHINE RIVER DISTRICT.
SCHEDULE I.
That portion of the Province of estimated to contain about 8,000 acres; bounded towards the north by the Matarawa Road; towards the east by the main line of road from Wellington to Masterton, north of the Waiohine River, and by the Waiohine and Ruamahunga Rivers; towards the south and south-west by a public road running through sections Nos. 43 and 44, and along the southern boundary of section No. 45, Moroa Block; by a straight line from the south corner of section No. 45 to the north corner of section No. 39; by lines so as to exclude sections Nos. 38, 39, 40, and 54, Moroa Block; and sections Nos. 70 and 73, settlement of Greytown; and by the production of the northern boundary of section No. 70 to the Ruamahunga River; and towards the north-west by section No. 41, Moroa Block, and by the production of the south-eastern boundary of said section across the Waiohine River till it intersects the Matarawa Road.
SCHEDULE II.

The ratepayers entitled to vote at the election of a member or members of the Board of Conservators of the Waiohine River District shall meet at a convenient time and place appointed by the Superintendent. A notice of which shall be posted in some conspicuous place in the district and published in at least one newspaper circulating in the district and at such meeting a person called the presiding officer to be appointed by the Superintendent shall preside.

Every candidate shall be proposed by one qualified voter and seconded by another.

If at the first election the number of candidates proposed and seconded shall not exceed five, the presiding officer shall declare such candidates elected.

If at the first election more than five candidates and at any subsequent election more than one candidate are or is proposed and seconded, until the number of candidates elected shall be equal at the first election to the number of the Board, or at any subsequent election to the number of vacancies therein, the presiding officer shall put the names of all such candidates to the meeting in order and shall call for a show of hands in respect of each candidate successively and if the show of hands for two or more candidates shall be equal, the presiding officer shall choose by lot the member or members to be elected, and the candidate in whose favor the presiding officer shall declare the show of hands or such choice by lot to be shall be by him declared to be elected unless a poll be forthwith demanded by another candidate.

If a poll be demanded, the presiding officer shall forthwith declare to the meeting the day and place at which the poll shall be taken and at such day and place the poll shall be taken accordingly in the following manner:

The poll shall commence at nine o’clock in the forenoon and continue till four o’clock in the afternoon.

The presiding officer with such assistants as he shall think necessary shall attend at the appointed place furnished with poll books and pens and ink.
