NOTICE.
Appointing time for the payment of Road Rates in all Districts constituted under the "Roads and Bridges Ordinance, 1858."

IN exercise of the powers vested in me by the "Roads and Bridges Ordinance, 1858," I hereby appoint that the rates imposed for the year 1867-8, under the provisions of the said Ordinance on all lands within the First, Second, Third, Fourth, Fifth, Sixth, Seventh, Eighth, Ninth, Tenth, Eleventh, Twelfth, Thirteenth, Fourteenth, Fifteenth, Sixteenth, Seventeenth, Eighteenth, Nineteenth, and Twentieth Districts, shall be paid at the Provincial Treasury, Mount Eliot, on the 1st day of November, 1867.

PROCLAMATION
By His Honor HENRY ROBERT RICHMOND, Esquire, Superintendent of the Province of Taranaki.
WHEREAS by the 25th section of the "Marine Act, 1866," power is given to Superintendents of Provinces, amongst other things, to license and also to appoint officers to inspect cargo boats, lighters, and all other vessels and boats used within any port of the Province for landing or embarking cargo, passengers, or luggage, and also to make and enforce rules in cases where such shall have not already been provided by law, for regulating the shipping or landing of goods, merchandise, or other commodities at or from any dock or wharf; and also to impose and levy rates, dues, and charges for the use of docks, wharves, piers, and jetties, and for the landing of goods, wares, and merchandise thereof and thereon.
Now therefore, I, HENRY ROBERT RICHMOND, Esquire, Superintendent of the Province of Taranaki, do hereby make the following regulations for the Port of New Plymouth, and I declare that the same shall take effect from the date of the publication hereof :-

Lighters, cargo boats, and other boats which have been inspected and approved of by the Harbor Master, shall be licensed to convey cargo, passengers, and luggage in the Port of New Plymouth without the payment of any license fee, if the owners thereof shall have made such arrangements as the Superintendent shall deem necessary for performing the service safely and efficiently.

Any such license may be cancelled or temporarily suspended if it shall be proved that the person in charge of the lighter or boat, for which it was issued, has neglected or refused to land or ship any passengers or goods when required, or has charged, or attempted to charge, a higher rate for any such service than that authorised by the regulations at the time being in force.

The Harbor Master shall, from time to time, inspect all lighters and boats licensed under these regulations and also all buildings, tackle, or other property whatsoever used by the owners of such lighters or boats for the landing and shipping of cargo, passengers, and luggage, and for the protection or storage of cargo and luggage; and if any such lighters, boats, buildings, tackle, or other property so used shall be found defective; or if anything requisite for the proper performance of the service shall be found wanting, the Superintendent may suspend or cancel the licenses issued for any such lighters or boats.

All boatmen, porters, and carters engaged in the landing or shipping of passengers and cargo at the Port of New Plymouth, shall be under the control of Harbor Master.

Any person applying for a license for a lighter or boat, must find security in such amount as the Superintendent may direct, for the payment of any damages which may be awarded by any Court of Justice to the owner of goods lost or injured whilst in his charge, or in charge of any other person or persons using such lighter or boat.

The sea-beach fronting the Town of New Plymouth, from low water mark to the distance of twenty yards above high water mark, shall be considered as a Wharf in accordance with the 3rd section of the "Marine Act, 1866," and a charge at the rate of One Hundred Pounds per annum shall be paid to the Collector of Customs, by the owner or owners of any lighter or boat used for landing or shipping cargo, passengers, or luggage; for hire; at or from
