And by virtue and in exercise of the power vested in me in this behalf, I do proclaim and declare all the said lands included within the said towns, to be exempt from occupation under any Miner’s Right or Business License.

ORDER
Revoking certain Rules and Regulations of the Otago Gold Fields, and making others in lieu thereof:
WHEREAS John Hyde Harris, the then Superintendent of the Province of Otago, did, on the twenty-first day of October last, under and by virtue of the powers delegated to him by His Excellency the Governor of New Zealand, under the provisions of the “Gold Fields Act, 1862,” make certain Rules and Regulations relating to Licenses for the sale of Spirituous and Fermented Liquors on the Otago Gold Fields: And whereas by Order in Council, made on the seventh day of March last, the said Superintendent, by virtue and in exercise of the powers then vested in him, did thereby revoke and cancel Clause 3, Section X of the said Rules and Regulations, and did order that the same should stand revoked and cancelled from the day of the date thereof; and in lieu of the said Clause 3, Section X, made the Rule therein following: And whereas it is expedient that Clauses 2 and 3, Section X of the said Rules and Regulations relating to Licenses for the sale of Fermented and Spirituous Liquors should be revoked and cancelled, and that other provisions in lieu of the said Clauses should be made;—Now therefore I, Thomas Dick, Superintendent of the Province of Otago, by virtue and in exercise of the powers delegated to and vested in me in this behalf by His Excellency the Governor as aforesaid, do hereby revoke and cancel the said Clauses 2 and 3, Section X of the said Rules and Regulations; and do order that the same shall stand revoked and cancelled from the day of the date hereof; and in lieu of the said Clauses hereby revoked and cancelled as aforesaid, I do make the Rules following:—
2.—Liquor Licenses.
Every holder of a License for the Sale of Fermented and Spirituous Liquors upon any Gold Field shall pay for the same the annual fees hereinafter specified, in respect of a License of the description of which he shall be the holder (that is to say)—
The holder of a General License, Twenty Pounds.
The holder of a Wholesale License, Ten Pounds.
The holder of a Bottle License, Ten Pounds.
The holder of a Night License, Five Pounds.
The holder of a Temporary License, One Pound.
The holder of a Brewer’s License, Five Pounds.
Provided that all Licenses, except “Temporary Licenses,” whensoever issued, shall have effect until the first day of January then next following, and no longer, and the fees payable for such Licenses shall be as follows:—
For all Licenses, the applications for which shall be made between the first day of January and the last day of March in any year, the full amount of the before-mentioned License Fees respectively.
For all Licenses, the applications for which shall be made between the last day of March and the first day of July in any year, three-fourths of the before-mentioned License Fees respectively.
For all Licenses, the applications for which shall be made between the last day of June and the first day of October in any year, one-half of the before-mentioned Fees respectively.
For all Licenses, the applications for which shall be made between the last day of September and the second Tuesday in December in any year, one-fourth part of the before-mentioned License Fees respectively.
3.—Transfers.
For the Transfer of any of the aforesaid Liquor Licenses from the holder thereof to another person, the fee of one pound shall be paid; and for the Transfer of any such License to other premises, the fee of two pounds shall be paid.
3A.—Billiard and Bagatelle Licenses.
Every person having a Billiard or Bagatelle Table in any Hotel or other Place of Public Entertainment, whether licensed or not, shall pay for a “Billiard License” an annual fee of five pounds, and for a “Bagatelle License” an annual fee of ten shillings.

Delegation of the Governor’s powers under the “Gold Fields Acts Amendment Act, 1865,” to the Superintendent of Otago.
Whereas by an Act of the General Assembly of New Zealand, entitled the “Gold Fields Acts Amendment Act, 1865,” it is enacted that it shall be lawful for the Governor in Council, under his hand, and the Public Seal of the Colony, from time to time to delegate to the Superintendent of any Province, or such other person as the Governor may deem fit, all or any of the powers vested in the Governor, or the Governor in Council, by the Act now in recital, or by the “Gold Fields Act, 1862,” or by the “Gold Fields Act Amendment Act, 1863,” except the powers conferred by Sections nineteen, thirty-one, thirty-three and sixty-one, of the said “Gold Fields Act, 1862,” and Sections nineteen and twenty-nine of the Act now in recital, subject or not to any limitations or restrictions as he may think fit, and in like manner to alter or revoke any such powers; provided always that it shall be lawful for the Governor, by Proclamation in the New Zealand Gazette, to revoke and annul any Proclamation or Regulation made by the Superintendent of any Province, in exercise of any power delegated to him by the Governor, under the provisions of the Act now in recital, and from and after the publication of such Proclamation by the Governor, any such Proclamation or Regulation made by such Superintendent shall become absolutely void and of no effect:—Now therefore I, Sir George Grey, the Governor as aforesaid of the said Colony, with the advice and consent of the Executive Council thereof, and in exercise of the power and authority for this purpose in me vested, do hereby delegate unto Thomas Dick, Esquire, as Superintendent of the Province of Otago, all the powers vested in me, under or by virtue of the said “Gold Fields Acts Amendment Act, 1865,” the said “Gold Fields Act, 1862,” and the said “Gold Fields Act Amendment Act, 1863,” except the powers conferred by sections nineteen, thirty-one, thirty-three and sixty-one, of the said “Gold Fields Act, 1862,” and Sections nineteen and twenty-nine of the said “Gold Fields Acts Amendment Act, 1865,” to have,
