hold, and exercise, within the Province of Otago, the said powers hereby given to the said Thomas Dick, so long as he shall continue and remain Superintendent of the said Province, and no longer; provided always that copies of all Rules and Regulations made under the delegation aforesaid shall be forthwith transmitted to the Colonial Secretary, in order that the same may be laid before the General Assembly, in accordance with the provisions of the sixty-third clause of the "Gold Fields Act, 1862."
Given under the hand of His Excellency Sir George Grey, Knight Commander of the most Honorable Order of the Bath, Governor and Commander-in-Chief in and over the Colony of New Zealand and its Dependencies, at the Government House, at Wellington, and issued under the Seal of the said Colony, this eighteenth day of November, in the year of our Lord one thousand eight hundred and sixty-five.

ORDER.
Jetty Dues, &c., Dunedin.
His Honor, Thomas Dick, Esquire, Superintendent of the Province of Otago, directs it to be notified that, under and by virtue of the powers vested in him in that behalf by the "Jetties and Wharves Ordinance, 1858," he has, with the advice and consent of his Executive Council, made, ordained, and appointed the Rules and Regulations set out in the Schedule hereto, for the management of the Jetties at Jetty Street, Dunedin; Weighbridge at Jetty Street, Dunedin; Jetty at Stuart Street, Dunedin; Weighbridge at Stuart Street, Dunedin; Jetty at Rattray Street, Dunedin; Jetty at Pelichet Bay, Dunedin.
And that from the day of the date hereof all Rules and Regulations previously made for the management of the said Jetties and Wharves shall cease and determine: Provided that so far as regards the Lessees of the Dues of the said Jetties and Wharves, and the duties and obligations of such Lessees, nothing herein contained shall in any way affect the Rules, Regulations, and Conditions made on the twenty-eighth day of March last.
SCHEDULE.—RULES AND REGULATIONS.
I. The Landing Steps at all Jetties shall be open to the Public, and no charge shall be made for Watermen’s Boats plying to and from said Landing Places.
II. The Jetty Dues shall be at the following rates, viz.:
IMPORTS.—Flour, salt, potatoes, grain, hay, coal, bricks, lime, wooden posts and rails, and sawn timber, 8d. per ton of 20 cwt.; stone, 8d. per ton measurement; firewood, 1s. 3d. per cord; horses, 1s. 3d. each; cattle, 1s. each; sheep, 2d. each; pigs, 3d. each; all other goods at the rate of 1s. 4d. per ton of 20 cwt. or 40 cubic feet. When goods are chargeable by the cwt. or cubic feet the Lessees shall have the option of charging them either way.
EXPORTS.—Wool, 6d. per bale; all other goods, &c., free.
III. The Jetty Dues must be paid by the master or owner of the vessel bringing or taking away goods, &c., before the same are landed or shipped, as the case may be.
IV. The Shed on the new Jetty, Jetty Street, Dunedin, will be at all times available for Passengers and Immigrants’ Luggage. The charge for receiving, including delivery, of luggage and goods will be at the rate of not more than 2s. per ton; and for storage at the rate of not more than 9s. per ton, per week.
No charge for storage will be made for Immigrants’ Luggage for the first 48 hours.
V. Water not to exceed the rate of 2s. 6d. per ton; but his Honor the Superintendent will not be in any way responsible for the continuance of the water supply.

CIVIL SERVICE COMMISSION.
To all to whom these Presents shall come, Greeting:
WHEREAS it is expedient that a Commission should be appointed to inquire into the present state of the Civil Service of the Province of Otago, with a view to the consolidation and re-organization of the various Departments of the said Service,—Now therefore I, Thomas Dick, Superintendent of the said Province, do hereby nominate and appoint Charles Logie, Esquire, Frederick Walker, Esquire, and John Bathgate, Esquire, to be Commissioners to inquire into and report upon the existing state of the Civil Service of the said Province, and the best measures that can be taken for consolidating and re-organizing the same, without impairing the efficiency thereof; and I do hereby nominate and appoint the said John Bathgate, Esquire, to be Chairman of the said Commission.

OTAGO RELIGIOUS AND EDUCATIONAL COMMISSION.
To all to whom these Presents shall come, Greeting:
WHEREAS it is expedient that a Commission should be appointed to enquire into the position of the property invested under the old Otago Scheme for Religious and Educational Uses; Now therefore I, Thomas Dick, Superintendent of the Province of Otago, do hereby nominate and appoint Henry John Miller, Esquire, William Hunter Reynolds, Esquire, and Richard Bowden Martin, Esquire, to be Commissioners to enquire into and report upon the position of the property invested under the old Otago Scheme for Religious and Educational uses; and I hereby nominate and appoint the said Henry John Miller, Esquire, to be Chairman of the said Commission.
