ANDERSON’S BAY, PORTOBELLO, AND NORTH-EAST HARBOR ROAD DISTRICTS ALTERED; AND TOMAHAWK, HIGHCLIFF, BROAD BAY, AND SANDY MOUNT ROAD DISTRICTS FORMED.

PROCLAMATION

By the Honorable JOHN HYDE HARRIS, Superintendent of the Province of Otago.

WHEREAS by an Ordinance passed by the Superintendent and Provincial Council of the Province of Otago, intituled the "Roads Ordinance Amendment Ordinance, 1863," it is among other things enacted in the 19th section thereof, that for the purposes of the said Ordinance the said Province, except as is therein excepted, may from time to time be divided into districts; and until otherwise provided, pursuant to the provisions of the said Ordinance, there shall be twenty-five districts, which shall be named and bounded as in the Schedule to the said Ordinance annexed is specified; and it is also in the said 19th section provided that it shall be lawful for the Superintendent, with the advice and consent of the General Road Board, from time to time, by proclamation in the Government Gazette, to alter, vary, diminish, or enlarge the boundaries of any or all of such districts, and to increase the number of districts by forming and naming new districts, or by dividing any district into two or more districts.

And whereas in the said Schedule the Anderson’s Bay District therein named is described as comprising "all that area bounded on the north by the Harbor; on the east by the watershed of the range running from Grassy Point to Seal Point; on the south by the ocean; and on the west by the Dunedin town belt, and that road running direct from near Hillside to the Ocean Beach:" And whereas in the said Schedule the Portobello District is described as comprising all that area bounded on the north by the Harbor; on the east by the Maori Reserve; on the south by the ocean; and on the west by Anderson’s Bay District: And whereas by proclamation in the Government Gazette No. 234, and date March 25, 1863, the Portobello and Anderson’s Bay Road Districts were altered, and the North-east Harbor District formed: And whereas by the said proclamation the Portobello District is described as comprising, all that area bounded on the north by the Harbor; on the east by the Maori Reserve; on the south by the ocean; and on the west by the North-east Harbor District: and whereas by the said proclamation the Anderson’s Bay District is described as comprising all that area bounded on the north by the Harbor; on the east by the western boundary lines of blocks I, II, III, and VIII, Anderson’s Bay District, and that line continued from section 29, block I, to the ocean; on the south by the ocean; and on the west by the Dunedin town belt, and that road running direct from near Hillside to the Ocean Beach: And whereas by the said proclamation the North-east Harbor District is described as comprising all that area bounded on the north by a line drawn between sections Nos. 12 and 13, block VII, Portobello Bay District, thence through the Sugar Leaf Hill or Harbor Cone, and onwards to the line dividing sections 5 and 6, block III, Portobello Bay District, and thence by Hooper’s Inlet and the ocean; on the west by Anderson’s Bay District: And whereas it is expedient to alter the said Portobello, Anderson’s Bay, and North-east Harbor Districts, and to form four new districts, to be called respectively the Tomahawk, Highcliff, Sandy Mount, and Broad Bay Road Districts;—Now therefore I, John Hyde Harris, Superintendent of the Province of Otago, with the advice and consent of the Otago General Road Board, do hereby proclaim and declare that the Portobello Road District, Anderson’s Bay Road District, and North-east Harbor Road District, and the boundaries thereof respectively, shall henceforth be varied and altered, and that henceforth the said three last named Districts shall be bounded as and shall comprise the territory hereinafter described, namely—

THE PORTOBELLO ROAD DISTRICT shall comprise all that area bounded on the north-west and north by Otago Harbor; on the east by Native Reserve; on the south by the Ocean to Hooper’s Inlet, thence round Hooper’s Inlet to the boundary line between sections numbered respectively 1 and 31, block V, Portobello Survey District, thence along that boundary line and its continuation to the south-eastern corner of section numbered 64, block II, Otago Peninsula Survey District, thence along the boundary of the said section numbered 64 in a north-westerly direction one hundred links, thence on the west by a straight line over Harbor Cone to section numbered 18, block II, Otago Peninsula Survey District, thence along the northern boundary of section numbered 20 to the boundary line between sections numbered respectively 15 and 16, block II, of the said Survey District, thence along that boundary line and its continuation in the same direction to Otago Harbor.

THE ANDERSON’S BAY ROAD DISTRICT shall comprise all that area bounded on the north by Otago Harbor to the boundary line between sections respectively 44 and 45, Upper Harbor East numbered Survey District; on the east by that line and its continuation to the road line between section numbered 46, block III, Tomahawk Valley Survey District, and section numbered 24, block I, Otago Peninsula Survey District; on the south-east by that road line to section numbered 2, block VIII, Anderson’s Bay Survey District; thence along the north-eastern boundaries of sections numbered respectively 23, 21, 20, 19, 18, and 17 of the said block VIII, thence along the north-western boundary line of the said section numbered 17 and its continuation in the same direction to the Lagoon, thence by the Lagoon to block VII, Otago Peninsula Survey District, thence by the said block VII to a road line intersecting section numbered 8, block III, Anderson’s Bay Survey District, thence by that road line which extends along the northern boundary of block VII, Otago Peninsula, to land under application numbered 2494, thence along the south-eastern boundary of the said land to a road line; on the south-west by that road line and its continuation to the Town Belt; and on the north-west by the Town Belt of Dunedin.

THE NORTH-EAST HARBOR ROAD DISTRICT shall comprise all that area bounded on the north-west by Otago Harbor; on the north-east by Broad Bay Road District; on the south by Sandy Mount and Highcliff Road Districts; and on the west by Anderson’s Bay Road District.

And I do, with the like advice and consent, proclaim and declare that henceforth there shall be within the said Province four new Road Districts, to be named respectively as follows: the Tomahawk Road District, the Highcliff Road District, the Broad Bay Road District, and the Sandy Mount Road District; and that the said four last-named Districts respectively shall be bounded as and comprise the territory hereinafter described, that is to say—

THE TOMAHAWK ROAD DISTRICT shall comprise all that area bounded on the north by Anderson’s Bay Road District; on the east by a road line; on the south by a road line and the ocean to the
