Notice of Amendment Under the Veterans’ Support Act 2014 to the Statements of Principles Regarding Anxiety Disorder and Panic Disorder

Pursuant to section 24 of the Veterans’ Support Act 2014, the Minister of Veterans’ Affairs gives notice of the amendment of four Statements of Principles under the Veterans’ Support Regulations 2014.

The amendments take effect on the date of publication of this notice.

The amendments are as follows:
anxiety disorder Nos. 102/2014 and 103/2014 are amended by Nos. 99/2016 and 100/2016; and
panic disorder Nos. 68/2009 and 69/2009 are amended by Nos. 101/2016 and 102/2016.

The amendments to the Statements of Principles on anxiety disorder and panic disorder have been made in order to replace certain definitions and to insert new, additional factors which may provide a causal link between the respective conditions and a veteran’s qualifying service.

Statements of Principles Nos. 102/2014, 103/2014, 68/2009 and 69/2009 are not revoked but should be read and applied together as compiled with the respective Amendment Statements of Principles Nos. 99/2016, 100/2016, 101/2016 and 102/2016.

Notice of Recognition of Documents Under the Health and Safety in Employment (Pressure Equipment, Cranes, and Passenger Ropeways) Regulations 1999
Pursuant to Regulation 22 of the Health and Safety in Employment (Pressure Equipment, Cranes, and Passenger Ropeways) Regulations 1999, I, Simon Humphries, in exercise of those powers delegated to me by the Secretary of Labour, hereby give notice of recognition of the documents listed below submitted by Fonterra Co-operative Group Limited (Darfield Site):

Application for Recognition to Enable the Use of Extended Pressure Equipment Inspection Intervals, by Fonterra Darfield, dated 28th November 2016;

Submission for Recognition of Extended Inspection Intervals for Boiler and Associated Pressure Equipment at Fonterra Darfield, dated 15th December 2016 by Carlwyn Williams;
-
Fonterra Limited – Darfield, Assure Quality ISO9001:2008 Certification;
-
A000028-ITP-001 Rev 1 Darfield OITP, dated 15th December 2016, Overall Inspection & Test Plan for Pressure Equipment; and
-
A000028-Rep-001 Rev001, dated 18th January 2017, Extended Intervals of Inspection AS/NZS 3788 Compliance Audit.
The Fonterra Limited (Darfield) submission indicates that this equipment would be managed in a manner consistent with the requirements of the Health and Safety in Employment (Pressure Equipment, Cranes and Passenger Ropeways) Regulations 1999 (“PECPR Regulations”). Accordingly, I advise that recognition of the Fonterra Limited (Darfield) inspection programme, as set out in the above documentation, is granted under Regulation 22 of the PECPR Regulations.
This recognition is subject to the following conditions:

It applies only to pressure equipment scheduled tabled in document [4] in the section “Site PECPR Pressure Equipment List” included in document [4] (A000028-ITP-001) as supplied and noted above.

Inspection periods shall not exceed the maximum permitted by 4.4.4.1(b) “Extended Interval” of AS/NZS 3788.
