General Permission Notice Under Sections 52 and 53 of the Biosecurity Act 1993 for Operation of Kiwifruit Orchards That Have Been Confirmed as Positive for Pseudomonas syringae pv. actinidiae (Notice No. MPI 25)
Pseudomonas syringae pv. actinidiae (“Psa”) is an unwanted organism under the Biosecurity Act 1993 (“the Act”).
Under sections 52(d) and 53(2) of the Act, a person appointed as a chief technical officer (“CTO”), under section 101 of the Act, may give permission to persons to allow them to carry out acts that are prohibited by those sections.
Pursuant to section 52 of the Act, I permit the owners, managers or occupiers of kiwifruit orchards that have been confirmed as positive for Psa (“affected orchards”), and any person acting under their direction or control (“permission holders”), to:
(a) move plant material from plants of the species Actinidia (“kiwifruit”) onto and off the orchard; and
(b) move vehicles, clothing and equipment onto and off the orchard.
Pursuant to section 53 of the Act, I permit the affected orchards and permission holders:
(a) to cause or permit kiwifruit plants or parts of plants to be in a place where kiwifruit plants or parts of plants are offered for sale or are exhibited; and
(b) to carry out the propagation, breeding, multiplication, exhibition and sale of kiwifruit plants or parts of plants.
This permission is granted subject to the following conditions:

Vehicles, clothing and equipment leaving an affected orchard must be subject to a cleaning and hygiene procedure approved by Kiwifruit Vine Health Incorporated (KVH).

Transportation of symptomatic kiwifruit material from affected orchards must be in secure, windproof and waterproof containers and any material that escapes from the container must be retrieved immediately.

Symptomatic kiwifruit vines from affected orchards must be managed, including pruning, collection, storage and/or disposal, in accordance with procedures approved by KVH.
The permission contained in this notice is given for the purposes of sections 52 and 53 of the Act only, and does not constitute an exemption from the requirements of any other relevant legislation.
This permission takes effect on the date it is published in the New Zealand Gazette and remains in force until it is revoked.
This permission replaces the earlier general permission dated the 29th day of November 2010 and published in the New Zealand Gazette, 2 December 2010, No. 164, page 4091).

Notice of Approved Identification Systems for Bovine Tuberculosis Control (Notice No. MPI 29)
Pursuant to section 50(5) of the Biosecurity Act 1993, I give notice that the following approved identification system may be used to comply with the Biosecurity (Animal Identification Systems) Regulations 1999 from 1 July 2012, with respect to the identification of cattle and deer for the purpose of controlling bovine tuberculosis:
- Animal Health Board (AHB) Identification System administered by the Animal Health Board Incorporated, approved by David Hayes, Director, Preparedness and Partnerships, on 22 June 2012.
Pursuant to section 50(5) of the Biosecurity Act 1993, I give notice that the following approved identification systems may be used to comply with the Biosecurity (Animal Identification Systems) Regulations 1999, with respect to the identification of dairy cows for the purpose of controlling bovine tuberculosis:

MINDA Identification System administered by the Livestock Improvement Corporation Limited, approved by Barry O’Neil, Chief Technical Officer, on 3 June 1999.

CRV AmBreed Identification System administered by CRV AmBreed NZ, approved by Barry O’Neil, Deputy Director-General, on 15 March 2010.

Biosecurity (Animal Identification Systems) Regulations 1999
Notice of Approved Identification System for Bovine Tuberculosis Control, Marking the Presence or Absence in Organisms of Particular Qualities, and for Meeting the Certification Requirements of Overseas Authorities (Notice No. MPI 28)
Pursuant to section 50(5) of the Biosecurity Act 1993 and Regulation 8 of the Biosecurity (Animal Identification Systems) Regulations 1999, I give notice that:

Animal Health Board (AHB) Identification System approved by David Hayes, Director, Preparedness and Partnerships*, on 22 June 2012 may be used from 1 July 2012 to comply with the Biosecurity (Animal Identification Systems) Regulations 1999 and section 50(2)(a) of the Biosecurity Act 1993, with respect to the identification of cattle and deer for the purpose of controlling bovine tuberculosis, and with section 50(2)(b) of the Act for marking the presence or absence in organisms of particular qualities relating to the purposes of the Act, and for section 50(2)(c) of the Act for meeting the certification requirements of overseas authorities in respect of New Zealand exports.

I hereby revoke the approval of the Animal Health Board (AHB) Identification System approved on 3 October 1999 and published in the New Zealand Gazette, 14 October 1999, No. 150, page 3579.

Explanatory Note:
