Notice Under the Animal Products Act 1999 (Notice No. 147)
Pursuant to section 164 of the Animal Products Act 1999, notice is given of the issue on 29 May 2009 of the Animal Products (National Microbiological Database Specifications) Notice 2009 which comes into force on 6 July 2009 for all species except porcine which comes into force on 3 August 2009.

Notice Under Food Act 1981 (Notice No. 148)
Pursuant to section 11G of the Food Act 1981, notice is given of the issue on 2 June 2009 of the New Zealand (Maximum Residue Limits of Agricultural Compounds) Food Standards 2009 which comes into force on 9 July 2009.

Social Security Act 1964
Training Incentive Allowance Amendment (No 2) 2009
Under section 124(1)(d) of the Social Security Act 1964, I amend by this instrument the Training Incentive Allowance Programme* (as established and approved on 30 November 1998).

Title—This instrument is the Training Incentive Allowance Amendment (No 2) 2009.

Commencement—This instrument comes into effect on 28 May 2009.

Programme amended—This instrument amends the Training Incentive Allowance Programme*.

Interpretation—(1) Clause 2.1 is amended by inserting the following definitions in their appropriate alphabetical order:
"course of study means,—
(a) in relation to a secondary school, a full-time course;
(b) in relation to a tertiary provider, any aggregate of courses, classes, and work required for the completion of a degree, diploma, certificate, or other qualification awarded by that provider;"
"national qualification framework means the framework for national qualifications developed by the NZQA under section 253(1)(c) of the Education Act 1989;"
"tertiary provider means a university, polytechnic, college of education, wananga, private training establishment, or other education provider approved under the Education Act 1989 or to which that Act applies."
(2) Clause 2.1 is amended by revoking the definition of postgraduate course.

Allowances—Clause 5.2.2 is amended:
(a) by inserting the following paragraph before paragraph (b):
"(aa) for a course, or a course forming part of a course of study, if that course or course of study is classified under the national qualifications framework as level 4 or above; or"
(b) by revoking paragraph (c).

New clause inserted—The programme is amended by inserting the following clause after clause 5:
"5A Savings in respect of level 4 and above courses
If a person has been granted an allowance under this Part in respect of a course that the person is undertaking on 28 May 2009 (course A), his or her entitlement to be granted and to receive allowances in respect of course A, or any subsequent course that is part of the same course of study as course A, must, until the close of 31 December 2011, be determined as if clause 5.2.2 did not contain paragraph (aa)."
Explanatory Note
This note is not part of the instrument, but is intended to indicate its general effect.
This instrument, which comes into effect on 28 May 2009, amends the Training Incentive Allowance Programme.
It removes the eligibility of persons who undertake new national qualifications framework courses of level 4 and above to receive allowances under Part 1 of the programme.
