(a) Rule 3.2 of Part D of the Electricity Governance Rules 2003 (“Rules”); and
(b) Rule 5 of Schedule J3 of Part J of the Rules.
- Terms and conditions—This exemption is granted on the following conditions:
(a) Contact must treat the load at the ICP as standard unmetered load for the purposes of recording details of the type and capacity in the registry; and
(b) it expires on the earlier of:
(i) 1 April 2014; and
(ii) the date upon which the customer at the ICP switches from Contact to another retailer.
- Reasons for granting the exemption—The reasons for granting this exemption are:
(a) Without an exemption, Contact:
(i) would incur significant expenditure and complexity in fitting meters to the streetlight poles for low consumption volumes;
(ii) would incur significant ongoing compliance costs associated with a distributed unmetered load database for low consumption.
(b) Streetlights are static load and have little variation. Most changes for load are associated with changes in lamp wattage that can be accurately tracked.
(c) By imposing a condition that Contact treats the load as standard unmetered load, the information will still be recorded in the registry.
(d) The exemption will have little or no impact on other participants and service providers and will not affect any other rules.

Hazardous Substances and New Organisms Act 1996
Notice of Approval of a Code of Practice
Pursuant to section 79(5) of the Hazardous Substances and New Organisms Act 1996 (“HSNO Act”), the Environmental Risk Management Authority advises that it approved on 24 March 2009, the Code of Practice for Motorsport Fuels – Storage and Handling.
This code is intended to provide a means of compliance with the requirements of:
- Schedule 10 of the Hazardous Substances (Dangerous Goods and Scheduled Toxic Substances) Transfer Notice 2004 in accordance with the provisions of clause 33(1)(b) of this Schedule; and
- Regulations 21, 22, 23 and Part 4 of the Hazardous Substances (Emergency Management) Regulations 2001; and
- the following clauses of Schedule 6 of the Hazardous Substances (Dangerous Goods and Scheduled Toxic Substances) Transfer Notice 2004:
- Control – Hazardous Substances (Classes 1 to 5 Controls) Regulations 2001, Regulation 81; and
- Control – Hazardous Substances (Packaging) Regulations 2001, Regulation 11; and
- Control – Hazardous Substances (Emergency Management) Regulations 2001, Regulation 25 in respect fuels stored and handled at MotorSport New Zealand events.

Submarine Cables and Pipelines Protection Act 1996
Approved Maritime Surveillance Equipment Under the Submarine Cables and Pipelines Protection Act 1996
Whereas, pursuant to section 441 of the Maritime Transport Act 1994, the Minister of Transport did delegate those powers under section 35 of the Submarine Cables and Pipelines Protection Act 1996 to Maritime New Zealand by an instrument of delegation dated 19 March 1997.
And whereas, pursuant to section 442 of the Maritime Transport Act 1994, Maritime New Zealand did delegate those powers under section 35 of the Submarine Cables and Pipelines Protection Act 1996 to the Director of Maritime New Zealand by an instrument of delegation dated 17 January 2008.
Therefore I, Catherine Taylor, Director of Maritime New Zealand, hereby approve the following equipment to be approved maritime surveillance equipment for the purposes of the Submarine Cables and Pipelines Protection Act 1996.
- Still camera, Canon EOS 40D (S/N 073043855)
- Still camera, Canon EOS 20D (S/N I630913197)
when used by employees of the Ministry of Fisheries in connection with all matters associated with carrying out their obligations under the Submarine Cables and Pipelines Protection Act 1996;
and also:
- Sony Camcorder DCRDVD810E (S/N S011903434A)
when used by the marine patrol working in or near the protected area designated “Area 7 – Cook Strait” and while working under any instructions given in writing by Transpower New Zealand Limited.
This notice comes into effect on 31 March 2009.
