Pursuant to section 22(1) of the Broadcasting Act 1989, the Election Programmes Code of Broadcasting Practice has been reviewed and revised.
The new code takes effect from 1 June 2008.

Notification of Receipt of Standard Term Proposal From Vodafone for the Mobile Co-location Service Under the Telecommunications Act 2001
Pursuant to section 30I of the Telecommunications Act 2001 (“the Act”), the Commerce Commission (“Commission”) gives public notice that it has received a standard terms proposal from Vodafone New Zealand Limited for the specified service described as “Co-location on cellular mobile transmission sites” (“the Mobile Co-location Service”).
A copy of this proposal can be found on the Commission’s website at
Parties to the determination have until 19 May 2008 to submit on the proposal.
Submissions may be made about any matter to which the proposal relates but must set out the wording of any additional or alternative terms that are proposed to be included in the standard terms determination.

Notice of Recommendation and Assessment Concerning the Electricity Governance Rules 2003—Rule Amendment Proposal No. 85, 2008

This notice of a recommendation and assessment concerning the Electricity Governance Rules 2003 (“Rules”), Rule Amendment Proposal No. 85, 2008, is issued by the Electricity Commission (“Commission”) pursuant to section 172E(2)(c) of the Electricity Act 1992 (“Act”).

The Act provides that, no later than 10 working days after making a recommendation to the Minister of Energy (“Minister”) concerning the Rules, the Commission must publicise the recommendation and the assessment completed under section 172F of the Act.
Recommended Amendments to the Rules

On 23 April 2008, the Commission recommended that Technical Code A of Schedule C3 of Part C of the Rules be amended, by amending Rule 8.2 and adding a new Appendix B.

The recommended amendments to the Rules were to:
(a) amend Rule 8.2 of Technical Code A of Schedule C3 of Part C of the Rules to require asset owners to carry out testing of their assets in accordance with a new Appendix B to Technical Code A; and
(b) add a new Appendix B to Technical Code A of Schedule C3 of Part C of the Rules which sets out mandatory testing requirements.

Notice of Making of Electricity Governance Amendment Rules (No. 61) 2008 and Notice of Reasons for Decision

Pursuant to section 172I of the Electricity Act 1992 (“Act”), I notify the amendment of the Electricity Governance Rules 2003 (“Rules”) under section 172H of the Act.

The empowering provisions for the electricity governance regulations in relation to which the amendments to the Rules are made are sections 172D(1)(3) and 172D(1)(4) of the Act.

A brief description of the nature of the amendments is as follows:
(a) Asset owners are required to carry out routine testing of their grid connected assets in accordance with Technical Code A of Schedule C3 of Part C of the Rules; and
