Information Disclosure Requirements 2004 (the "Original Requirements");

(b) the Electricity Distribution (Information Disclosure) Requirements 2008 (the "Distribution Requirements").

The Original Requirements (as amended from time to time) and the Distribution Requirements each refer to:

(c) an ODV Handbook, which is issued from time to time by the Commerce Commission and covers the valuation of system fixed assets using the ODV methodology, including standard asset replacement costs and lives for common classes of system fixed assets;

(d) an Electricity Information Disclosure Handbook, which is issued from time to time by the Commerce Commission and includes the business accounting separation and allocation methodology, and details for transfer payments and asset management plan disclosures, to be used by large line owners and large electricity distributors in the preparation of financial statements for the purposes of the Original Requirements and the Distribution Requirements.

The Electricity Information Disclosure Handbook was amended by the Commerce Commission on 31 October 2008 to reflect the provisions of the Amendment Requirements and the Distribution Requirements.

Obtaining Copies of the Requirements and Handbooks

Copies of:

(a) the Distribution Requirements; and

(b) the Amendment Requirements; and

(c) the Original Requirements (as amended); and

(d) the ODV Handbook; and

(e) the amendments to the Electricity Information Disclosure Handbook, and that handbook (as amended)

are available for inspection free of charge at the Commerce Commission (during ordinary office hours) and on the Internet at

Telecommunications Act 2001

Commencement of Schedule 3 Investigation

On 8 May 2008, the Commerce Commission ("Commission") informed interested parties that it was considering commencing an investigation under Schedule 3 of the Telecommunications Act 2001 ("the Act") into whether or not to subject mobile-to-mobile termination access services to regulation, and sought the views of interested parties.

Following submissions from interested parties, the Commission released an Issues Paper on 8 August 2008 seeking further feedback on a number of issues, and sought the views of interested parties on these issues.

Having considered submissions received from interested parties, the Commission is satisfied, under clause 1(1) of Schedule 3 of the Act, that there are reasonable grounds to commence an investigation into whether or not the mobile termination access services (incorporating mobile-to-mobile voice termination, fixed-to-mobile voice termination and short-message-service termination) should become a regulated service under Schedule 1 of the Act.

Pursuant to clause 1(6) of Schedule 3 of the Act, the Commission gives public notice of the commencement of this investigation.

Under clause 15 of Schedule 3A of the Act, any access provider that wishes to make an undertaking must do so not later than 12 January 2009.

Determination of a New Organism

Pursuant to section 26 of the Hazardous Substances and New Organisms Act 1996, the Environmental Risk Management Authority hereby determines that

Enterococcus hirae (Farrow and Collins, 1985)

is not a new organism.

Notice of Intention to Apply for Approval of Code of Practice

Pursuant to section 79 of the Hazardous Substances and New Organisms Act 1996, the Environmental Risk Management Authority gives notice that an application has been made for approval of the Code of Practice for Transit Depots.

This code has been developed by the Customs Brokers and Freight Forwarders Federation of New Zealand Incorporated and sets out a means of compliance with the requirements for transit depots.
