Electricity Commission
Electricity Act 1992
Notice of Making of Electricity Governance Amendment Rules (No. 63) 2008 and Notice of Reasons for Decision

Pursuant to section 172I of the Electricity Act 1992 ("Act"), I notify the amendment of the Electricity Governance Rules 2003 ("Rules") under section 172H of the Act.

The empowering provisions for the electricity governance regulations in relation to which the amendments to the Rules are made are sections 172D(1)(1) and (1)(31) of the Act.

The amendments alter the timing, content and mode of publication of reports issued by the market administrator and remove the 9.00am deadline for production of reports issued by the system operator, pricing manager, and clearing manager.

Pursuant to section 172Z(4) of the Act, the reason for my decision to amend the Rules is that the rule changes will streamline the reporting requirements and better meet participantsβ needs.

These amendments are made in reliance on section 172F(3) of the Act.

These rules come into force on 1 November 2008.

Environmental Risk Management Authority
Hazardous Substances and New Organisms Act 1996
Notice of Approval of Code of Practice
Pursuant to section 79(5) of the Hazardous Substances and New Organisms Act 1996, the Environmental Risk Management Authority advises that it has approved on 18 September 2008, version 2 of the Code of Practice for
Design and Construction of Above Ground Rotationally Moulded Tanks for Automotive Diesel Fuel.
This code is intended to provide a means of compliance with the regulatory requirements of clauses 8(2), 77(b) of Schedule 8 and clause 33(1)(b) of Schedule 10 of the Hazardous Substances (Dangerous Goods and Scheduled Toxic Substances) Transfer Notice 2004.
Version 2 of this code includes provision for installation of these stationary containers in industrial premises.
This code can be inspected at the Wellington office of ERMA New Zealand, Level 1, BP House, 20 Customhouse Quay, Wellington, and is available for purchase from Fuel Storage Systems Limited, PO Box 115, Ashburton.

Pursuant to subclause 10.6(8) of Land Transport Rule: Heavy-vehicle Brakes 2006 ("the Rule"), and pursuant to the powers delegated to me by the Director of Land Transport, I, Bruce Hamilton Currie, Senior Vehicle Engineer, hereby approve the computer software specified in the Schedule of this notice for the purpose of demonstrating compliance with the requirements in Schedule 5 of the Rule.

Approval of Brake Testing Device
Pursuant to subclause 4.6(1) of Land Transport Rule: Light-vehicle Brakes 2002 ("the Rule"), and pursuant to the powers delegated to me by the Director of Land Transport, I, Bruce Hamilton Currie, Senior Vehicle Engineer, hereby approve the brake testing device specified in the Schedule of this notice for the purpose of measuring brake forces of vehicles to establish compliance with the requirements for light-vehicle brakes contained in the Rule.
