This approval only applies to cylinders as specified on the following two drawings:

  • NZ-267-300-890 Rev.1 (covering models: 267/21, 25, 26, 28, 30, 32, 34, 37, 40, 44, 45, 47, 50, 54, 55, 60, 65, 70, 75, and 80)
  • NZ-267-300-840/B Rev.2 (covering models: B267/21, 25, 26, 28, 30, 32, 34, 37, 40, 44, 45, 47, 50, 54, 60, 65, 70, 75, and 80)

Conditions of Approval

These automotive CNG fuel cylinders are approved subject to the following conditions:

  1. That they comply with all the design, performance and test requirements of New Zealand Standard NZS 5454:1989 as applicable to all-metal steel cylinders.

  2. That they be provided with a cylinder shut-off valve designed for the cylinder working pressure and compatible with the test pressure of the cylinder. Cylinder shut-off valves shall be fitted with a handwheel to facilitate ease of opening and closing of the valve and shall be fitted with a pressure relief device, which remains in contact with the gas contained in the cylinder whether the handwheel is in the open or closed position, comprising a burst disc backed with a fusible alloy plug having a nominal melt temperature of 100°C. Should the alloy plug melt, the burst disc shall yield at a pressure of not less than 24.7MPa and not more than 30.0MPa, otherwise it shall remain inoperative. Cylinder valves shall be provided with an outlet thread of 1/4" NPT (female) and a stem thread compatible with the cylinder neck thread.

  3. That they are tested at periods not exceeding five years, in accordance with the requirements of Australian Standard AS 2337.1.

  4. That the cylinder markings are in accordance with section 9 of New Zealand Standard NZS 5454:1989.

  5. That the neck threads meet the specification required for the market the cylinders are manufactured for.

Notice of Exemption From Rule 24B.10(3)

I, John Norman Keith Mansell, General Manager Maritime Operations, Maritime New Zealand, being satisfied that the granting of this exemption will not breach New Zealand’s international obligations, and pursuant to sections 47(2)(b)(iv) and 47(2)(c) of the Maritime Transport Act 1994, acting under delegated authority hereby give notice as follows:

The master of M/V Kaitaki (IMO 9107942), is exempt from the requirement in Rule 24B.10(3) of Part 24B of the Maritime Rules, which states – "The master of a ro-ro ship must ensure that a road freight vehicle, road tank vehicle or road livestock vehicle, taken on board the ship, having a gross mass of 3.5 tonnes or more, is fitted with vehicle securing points complying with the requirements of ISO 9367-1", subject to the following conditions:

  1. The master must ensure that all cargo units are secured in accordance with the requirements of the ships "cargo securing manual" before the ship commences a voyage;

  2. the master must not accept cargo on board if the master is not satisfied that it can be transported safely; and

  3. any flag State imposed requirements in relation to vehicle stowage and securing must be met in full.

The exemption from the provisions of Maritime Rule 24B.10(3) shall enter into force 30 June 2007 at 00:01*.

The exemption from the provisions of Maritime Rule 24B.10(3) shall remain in force until:

(a) one or more of the above conditions is not met;

(b) the ship undergoes major alteration or its operating limits are permanently changed;

(c) the ownership of the ship(s) is changed;

(d) the exemption is revoked by the Director of Maritime New Zealand; or

(e) the expiry date;

whichever occurs first.

This exemption shall expire on 31 December 2007 at 24:00*.
