Land Transport Rules

In accordance with section 161(2) of the Land Transport Act 1998, Land Transport New Zealand, on behalf of the Minister of Transport, gives notice of the Minister’s intention to make a Rule concerning emissions standards for vehicles entering the New Zealand fleet, and advises that draft Land Transport Rule: Vehicle Exhaust Emissions [2007] (Rule 33001/2) is available for public comment.

This draft Rule revises and replaces Land Transport Rule: Vehicle Exhaust Emissions 2006 (Rule 33001/1).

The revised Rule updates the existing minimum standards for new vehicles entering the fleet.

It would require minimum emissions standards for used vehicles imported into New Zealand and introduce a requirement to test the emissions of those vehicles.

It also proposes other, minor changes to clarify elements of the Rule.

Notification of Ordinary Rules

Pursuant to section 161(3) of the Land Transport Act 1998, notification is hereby given of the making of the following amendment Rules.

These amendment Rules make consequential changes required as a result of changes to other land transport legislation, including Rules; clarify existing requirements; update standards incorporated by reference in Rules and make other minor changes to Rules:

• Land Transport Rules: Glazing, Windscreen Wipe and Wash, and Mirrors Amendment 2007 (Rule 32012/3);
• Heavy Vehicles Amendment 2007 (Rule 31002/2);
• Light-vehicle Brakes Amendment 2007 (Rule 32014/1);
• Passenger Service Vehicles Amendment 2007 (Rule 31001/2);
• Setting of Speed Limits Amendment 2007 (Rule 54001/2);
• Vehicle Dimensions and Mass Amendment 2007 (Rule 41001/2); and
• Vehicle Lighting Amendment 2007 (Rule 32005/2).

Land Transport Rule: Vehicle Standards Compliance 2002

Automotive CNG Fuel Cylinder Approval

Pursuant to clause 11.5(1) of Land Transport Rule: Vehicle Standards Compliance 2002, and under delegated authority, I, Hugh Cameron Matheson, Senior Engineer Vehicles, Land Transport New Zealand, hereby approve the CNG fuel cylinders in the Schedule hereto for inclusion in any CNG automotive fuel system installed and operated in accordance with the requirements of Australian/New Zealand Standard AS/NZS 2739:2003, subject to the conditions of approval set out in this notice.
