In the case of certificate cancellation, a fee is paid for the original issuing of the certificate and again for cancellation of the certificate and crediting of the exporter quota balance.
Notes
For EU Sheepmeat and Goatmeat TRQ and US Beef and Veal TRQ:
Applications by New Entrants for Reserved Quota Allowance Allocations, together with the application fee and fixed participation fee payable, are due by 1 September 2005.
Applications for General Quota Allowance Allocations, together with fixed participation fee payable, are due by 15 October 2005.
Variable participation fees for New Entrant and General Quota Holders will be notified by the Board following the annual allocation of TRQ Allowances and are due by 31 December 2005.
The EU Sheepmeat and Goatmeat TRQ applies to 226,700 tonnes carcass weight equivalent and the tariff rate for "in quota" imports is zero.
The EU High Quality Beef TRQ applies to 300 tonnes product weight and the tariff rate for "in quota" imports is 20% ad valorem duty.
The US Beef and Veal TRQ applies to 213,402 tonnes product weight and the tariff rate for "in quota" imports is $US0.044 per kilogram on most beef products.

Amendment of Quota Allocation Mechanisms Following Review—European Union (EU) Sheepmeat and Goatmeat Tariff Rate Quota, EU High Quality Beef Tariff Rate Quota and United States (US) Beef and Veal Tariff Rate Quota
The New Zealand Meat Board has reviewed its existing quota allocation mechanisms under the Meat Board Act 2004, being mechanisms for the EU Sheepmeat and Goatmeat Tariff Rate Quota (TRQ), US Beef and Veal TRQ (both dated 15 September 2004) and EU High Quality Beef TRQ (dated September 2002).
The Board has agreed that various amendments will be made to the existing allocation systems pursuant to section 27 of the Act, including:
- a new definition of "new entrant";
- a restriction on new entrants transferring production history arising during the new entrant period;
- a reduction of the amount of quota set aside as reserve quota allowance to "up to 2% of the TQR"; and
- a requirement that companies transferring quota remain responsible for penalties if that quota remains unused and the transferee is a company against whom penalties cannot be enforced.
The amended mechanisms will come into effect in relation to the Quota Year commencing 1 January 2006 for EU Sheepmeat and Goatmeat TRQ and US Beef and Veal TRQ, and 1 July 2006 for EU High Quality Beef TRQ. Applications in relation to those years are therefore subject to the amended mechanisms.
