as a community service, pursuant to section 403 of the Children, Young Persons, and Their Families Act 1989, was suspended on 20 April 2004.

Electricity Act 1992
Notice of Making of Electricity Governance Amendment Rules (No. 2) 2004

Pursuant to section 172I of the Electricity Act 1992, I notify the making of the Electricity Governance Amendment Rules (No. 2) 2004 (“the principal rules”) under section 172H of the Electricity Act 1992.

The principal rules are inserted as part F of the Electricity Governance Rules 2003 (“the Rules”).

The empowering provisions for the Electricity Governance Regulations 2003, in relation to which part F of the Rules is made, are sections 172D (2) (c), (d), (e), (f), and sections 172F (2) (i) and (j) of the Electricity Act 1992.

A brief description of the nature of part F of the Rules follows:
Part F of the Rules provides for matters of detail relating to:
(a) Benchmark and other transmission agreements;
(b) upgrading and investing in the transmission grid;
(c) the transmission pricing methodology; and
(d) financial transmission rights.

Part F of the Rules comes into force on 28 May 2004.

The Rules are regulations for the purposes of the Regulations (Disallowance) Act 1989 (but not for the purposes of the Acts and Regulations Publication Act 1989).

Copies of the Rules may be inspected free of charge or purchased from the Electricity Commission, Level Seven, ASB Tower, 2 Hunter Street, Wellington, or inspected at the offices of the Ministry of Economic Development, 33 Bowen Street, Wellington.
