Electricity Regulations 1997
Regulation 102—Notice of Prohibition of the Importation, Sale or Use of a ‘Hot Glue Gun’
Pursuant to Regulation 102 of the Electricity Regulations
1997, and acting under delegated authority from the Chief
Executive of the Ministry of Economic Development,
pursuant to section 41 of the State Sector Act 1988,
I, Graham Boxall, Manager, Operations, Ministry of
Consumer Affairs, hereby notify that the following electrical
appliance, being a hot glue gun, as described below, is
prohibited from importation, sale or use in New Zealand.
This prohibition is to take effect on and from the date
following the date of publication of this notice in the
New Zealand Gazette.
Description
The glue gun is constructed of two “L” shaped black plastic
moulded parts held together by screws.
The glue gun is identified by the marking “GLUE GUN
110-220V 10W”.
The front of the glue gun packaging is marked with “10013
HOT GLUE GUN”, “▀ Great for all jobs around the house”,
“▀ QUALITY GUARANTEED”. The rear of the packaging
is marked with a barcode numbered “9 330700 100139”,
“MADE IN CHINA”.
The supply plug is a two pin, flat pin, parallel pin plug, not
compatible with the New Zealand plug/socket system.
A sample of the glue gun was obtained from a “Just $2”
outlet at Northlands Shopping Mall, Papanui, Christchurch,
although the glue guns may also be available elsewhere in
New Zealand.\n
Details of Hazard
The appliance constitutes or may constitute an electrical
hazard in that:
-
the insulation system of the appliance is reliant on basic
insulation only. This may constitute an electric shock
hazard to the user; and -
the plug fitted may constitute an electric shock hazard
if distorted to fit into a standard New Zealand
socket-outlet, by having inadequate protection against
direct contact with live parts.
Reasons for Prohibition
The glue gun does not meet the safety requirements of
Electricity Regulation 69, in that:
-
the glue gun is deemed to be unsafe by Regulation
76A (1) (c) – “its unearthed conductive parts are separated
from live parts only by basic insulation”; and -
the plug fitted to the glue gun is deemed to be unsafe, by
Regulation 76A (1) (b) – “it has inadequate protection
against direct or indirect contact”.
Accordingly, I issue this prohibition.

I hereby dissolve the board of Manawahe School and
appoint a commissioner for the school.
All functions, powers and duties of the board of Manawahe
School are vested in the commissioner.

Education (Early Childhood Centres) Regulations 1998
Cancellation of Licence for an Early Childhood Centre
Pursuant to Regulation 12 (1) (d) (i) of the Education (Early
Childhood Centres) Regulations 1998, and acting under
authority delegated by the Secretary for Education, I hereby
cancel the licence of 30 June 2004, which was granted
under those Regulations to Susan Maree Stikkelman in
respect of Wharetiki Preschool & Nursery (70576), situated
at 854 Colombo Street Christchurch.
This notice shall take effect the day after the date of its
notification in the New Zealand Gazette.
