Traffic Regulations 1976

Automotive CNG Fuel Cylinder Approval

Pursuant to Regulation 90B of the Traffic Regulations 1976, and pursuant to the powers delegated to me by the Director of Land Transport Safety, I, John Andrew Justice, Principal Vehicle Engineer, Safer Vehicles Policy, hereby approve the CNG fuel cylinders in the Schedule hereto for inclusion in any CNG automotive fuel system installed and operated in accordance with the requirements of Australian/New Zealand Standard AS/NZS 2739: 2003, subject to the conditions of approval set out in this notice.

This approval only applies to cylinders as specified on the following two drawings:

NZ- 203-300-890 Rev. 0 (covering models: 203/12, 14, 15, 17, 20, 22, 24, 25, 27, 28, 30, 35, 39 and 40).

NZ- 229-300-890 Rev. 0 (covering models: 229/17, 20, 22, 24, 25, 27, 30, 35, 40, 45, 50, 52, 55, 56, 58 and 60).

Conditions of Approval

These automotive CNG fuel cylinders are approved subject to the following conditions:

  1. That they comply with all the design, performance and test requirements of New Zealand Standard NZS 5454:1989 as applicable to all-metal steel cylinders.

  2. That they be provided with a cylinder shut-off valve designed for the cylinder working pressure and compatible with the test pressure of the cylinder. Cylinder shut-off valves shall be fitted with a handwheel to facilitate ease of opening and closing of the valve and shall be fitted with a pressure relief device, which remains in contact with the gas contained in the cylinder whether the handwheel is in the open or closed position, comprising a burst disc backed with a fusible alloy plug having a nominal melt temperature of 100oC. Should the alloy plug melt, the burst disc shall yield at a pressure of not less than 24.7MPa and not more than 30.0MPa, otherwise it shall remain inoperative. Cylinder valves shall be provided with an outlet thread of ¼” NPT (female) and a stem thread compatible with the cylinder neck thread.

  3. That they are tested at periods not exceeding 5 years, in accordance with the requirements of Australian Standard AS 2337.1.

  4. Cylinder markings are in accordance with section 9 of New Zealand Standard NZS 5454:1989.

  5. Neck threads are in accordance with section 5 (5.3) of New Zealand Standard NZS 5454:1989.

Pursuant to section 21 of the Māori Affairs Restructuring Act 1989, the Chief Executive of the Ministry of Māori Development hereby gives notice as follows.

Notice

  1. This notice may be cited as Māori Land Development Notice, Hamilton 2004 , No. 1.

  2. The notice referred to in the First Schedule hereto is, in relation only to the piece of land described in the Second Schedule hereto, hereby revoked.

  3. The land described in the Second Schedule hereto is hereby released from the provisions of Part II of the Māori Affairs Restructuring Act 1989.
