Summary of Exemption Granted by the Director of
Civil Aviation
In accordance with section 37 (3) of the Civil Aviation
Act 1990, notification is hereby given that the Director of
Civil Aviation has granted the following exemption from
the Civil Aviation Rule requirements:
3/EXE/64: 67.19 (b) (2) – Chest X-ray reports
Notice of the grant, withdrawal or denial of the exemption
with provisos is published in the Civil Aviation Rules
Register Information Leaflet (CARRIL).
For the provisos, refer to issue dated 3 April 2003.

Exemption files may also be viewed on prior request to the
Docket Clerk at the office of the Civil Aviation Authority,

Telecommunications Act 2001
Investigations Into Unbundling Elements of
Telecom’s Local Loop Network and Unbundling
Elements of and Interconnection With Telecom’s
Fixed Public Data Network
Pursuant to clause 1 (3) of Schedule 3 of the
Telecommunications Act 2001 (“the Act”), the Commerce
Commission gives public notice that it is commencing the
investigations required by section 64 of the Act.
Section 64 of the Act requires the Commerce Commission
to deliver a report to the Minister of Communications into
whether or not each of the following services should become
a designated or a specified service under the Act:
- Access to the unbundled elements of Telecom’s local
loop network; and - access to the unbundled elements of, and interconnection
with, Telecom’s fixed Public Data Network.
The Commission is commencing the investigations on
10 April 2003 with the publication of an Issues Paper.
A copy of the Issues Paper, which begins the process of
consultation with interested parties, can be downloaded
from the Commission’s web site at
www.comcom.govt.nz
under “Telecommunications Regulation”.

Requests for hard copies of the Issues Paper can be directed

The Commission requests submissions on the Issues Paper
by 14 May 2003.
Under the Act, the Commission must make reasonable efforts
to deliver a final report to the Minister of Communications
within 120 working days of this New Zealand Gazette notice
and not later than 20 December 2003.

Land Transport Safety Authority
Land Transport Act 1998
Notice of Proposed Land Transport Rule:
Dangerous Goods
In accordance with section 161 (2) of the Land Transport
Act 1998, the Land Transport Safety Authority (LTSA), on
behalf of the Minister of Transport, gives notice of his
intention to make a rule concerning the transport of
dangerous goods, and advises that draft Land Transport
Rule: Dangerous Goods (Rule 45001/1) is now available for
public comment.
This proposed legislation updates, and would replace,
Land Transport Rule: Dangerous Goods 1999 (Rule 45001).
The main purpose of this proposed revised rule is to bring
New Zealand requirements into line with technical changes
to the United Nations Recommendations on the Transport
of Dangerous Goods – Model Regulations, and to align
transport controls more closely with Regulations made
under the Hazardous Substances and New Organisms Act
1996.
A copy of the draft rule may be obtained by calling the
LTSA Help Desk on Freephone 0800 699 000 or by visiting
the LTSA web site at

The draft rule is also available for viewing at the LTSA’s
seven regional offices.
A copy of the draft rule has been made available to groups
and individuals who have expressed an interest in the rule.
Submissions on draft Land Transport Rule: Dangerous
Goods close on 9 May 2003.
