Radiocommunications Regulations 2001
Radiocommunications Regulations (Minimum Field Strength) Notice 2003
Pursuant to Regulation 35 of the Radiocommunications Regulations 2001 (“the Regulations”), made under section 134 (1) (g) of the Radiocommunications Act 1989 (“the Act”), and acting under delegated authority from the Chief Executive, I give the following notice.

Short title and commencement—(1) This notice is the Radiocommunications Regulations (Minimum Field Strength) Notice 2003.
(2) This notice comes into force on 1 December 2003. -
Minimum field strength—(1) For the purposes of Regulation 35 of the Regulations, median minimum field strengths for radiocommunications shall be determined, derived, measured, calculated and applied in accordance with relevant ITU-R reports and recommendations.
(2) Subject to subsection (1), the following median minimum field strengths shall apply:AM Sound Broadcasting (525 – 1605 kHz)
60 dB (uV/m) in all areas
Reference: ITU-R recommendation BS.703 (Characteristics of AM Sound Broadcasting Reference Receivers for Planning Purposes).FM Sound Broadcasting (88 – 108 MHz)
54 dB (uV/m) in rural areas
66 dB (uV/m) in urban areas
74 dB (uV/m) in metropolitan areas
Reference: ITU-R recommendation BS.412-9 (Planning Standards for Terrestrial FM Sound Broadcasting at VHF).Analogue Television Broadcasting
48 dB (uV/m) in Band I (44 – 68 MHz)
55 dB (uV/m) in Band III (174 – 230 MHz)
65 dB (uV/m) in Band IV (518 – 582 MHz)
70 dB (uV/m) in Band V (582 – 960 MHz)
Reference: ITU-R recommendation BT.417-4 (Minimum Field Strengths for which protection may be sought in planning a television service.“ITU-R reports and recommendations” means the reports and recommendations of the Radiocommunication Sector of the International Telecommunication Union as adopted from time to time by the study groups or assemblies of the sector; and includes, to the extent adopted by New Zealand:
(a) any amendments or additions to any such reports or recommendations; and
(b) any reports or recommendations adopted in substitution for any such reports or recommendations.Dated at Wellington this Wednesday, the 26th day of November 2003.

Explanatory Note
This note is not part of the notice, but is intended to indicate its general effect.
This notice prescribes, pursuant to Regulation-making powers of the Radiocommunications Act 1989, the calculation and application of the minimum field strength in relation to a radiocommunication service suffering harmful interference from interfering equipment. This notice comes into effect on 1 December 2003.

Notice of Appointment of a Limited Statutory Manager for the Board of Trustees of Te Kura Kaupapa Māori o Kaikohe (4227)
Pursuant to section 78M of the Education Act 1989, I direct the Secretary for Education to appoint a limited statutory manager for the board of trustees of Te Kura Kaupapa Māori o Kaikohe (4227) because the operation of the kura is at risk.
The following functions, powers and duties of the board are vested in the limited statutory manager:
- Financial management.
The limited statutory manager must also advise and train the board on the following:
- Developing quality financial policy planning and review practices and procedures.
This notice takes effect the day after the date of publication of this notice.

Arthur’s Pass School (1603) Closure Notice
Pursuant to section 154 of the Education Act 1989, I hereby declare that Arthur’s Pass School (1603), located at School Terrace, Arthur’s Pass, will close on 27 January 2004, and will cease to be established on that day.
