Notice of Proposed Land Transport Rule: Vehicle Lighting
In accordance with section 161 (2) of the Land Transport Act 1998, the Land Transport Safety Authority (LTSA), on behalf of the Minister of Transport, gives notice of his intention to make a rule concerning vehicle lighting, and advises that the proposed Land Transport Rule: Vehicle Lighting (Rule 32005) is now available for public comment.
The purpose of the Vehicle Lighting Rule is to consolidate the safety requirements for vehicle lighting components currently in the Traffic Regulations 1976, as well as to propose some changes. The draft rule aims at ensuring that lighting equipment fitted to vehicles is installed correctly, meets acceptable levels of safety and complies with appropriate standards.
A copy of the draft rule may be obtained by calling the LTSA Help Desk on Freephone 0800 699 000 or by visiting the LTSA web site at

The draft rule is also available for viewing at the LTSA’s seven regional offices.
Those who have registered their interest in this rule have been advised of the availability of the draft rule.

The Traffic (Waikato District) Notice 2003
Pursuant to section 52 of the Transport Act 1962 and Regulation 21 (2) of the Traffic Regulations 1976, and pursuant to an authority sub-delegated to me by the Land Transport Safety Authority of New Zealand dated 9 June 1997, I, Peter Croft, Manager, Safer Roads, give the following notice.

This notice may be cited as the Traffic (Waikato District) Notice 2003.

Those localities and roads shown within markings identified in the legend of and appearing on the plans numbered:
TT0318/1, entitled “Waikato District Council Speed Restrictions at Horsham Downs, Matangi, near Raglan, near Tamahere, Scotsman Valley, Tamahere, Te Kowhai”; and
TT0318/3, entitled “Waikato District Council Speed Restrictions at Horotiu, Raglan, Rotowaro, Taupiri, Te Rapa Dairy Factory, Whatawhata”,
and held by the head office of the Land Transport Safety Authority, are declared to be:
(a) closely populated localities at all times, pursuant to section 52 (1) of the Transport Act 1962; or
(b) 70 kilometres per hour speed limit areas pursuant to Regulation 21 (2) of the Traffic Regulations 1976;
as may be ascertained from the legend. The plans and legends are hereby incorporated into this notice.
- Only the following plans which form part of the Traffic (Waikato District) Notice 2001* are revoked:
TT0118/1, entitled “Waikato District Council Speed Restrictions at Horsham Downs, Matangi, near Raglan, near Tamahere, Scotsman Valley, Tamahere, Te Kowhai”; and

This notice may be cited as the Traffic (North Shore City) Notice 2003.

Those localities and roads within the boundary of North Shore City, on the plan numbered LT0307/1, entitled “North Shore City Roading Speed Restrictions”, and held by the Head Office of the Land Transport Safety Authority, and indicated by markings in accordance with the legend on that plan, are declared to be closely populated localities at all times, pursuant to section 52 (1) of the Transport Act 1962, except where declared to be:
(a) excluded from the limitation as to speed imposed by section 52 (1) of the Transport Act 1962, pursuant to section 52 (2) of that Act, and declared to be 70 kilometres an hour speed limit areas, pursuant to Regulation 21 (2) of the Traffic Regulations 1976; or
(b) excluded from the limitation as to speed imposed by section 52 (1) of the Transport Act 1962, pursuant to section 52 (2) of that Act;
as may be ascertained from the legend. The plan and legend are hereby incorporated into this notice.
