Details of Hazard

On heating, the outer plastic moulding melted near the top end of the lamp. This resulted in exposed live electrical parts.

The nightlight is therefore deemed to be a potential fire hazard and an electrical shock hazard.

When tested the lamp failed the glow wire and needle flame tests.

Reasons for Prohibition

The lamp fails to comply with the following of the Electricity Regulations 1997:

  1. Regulation 69 which requires lamps such as this, to be designed and constructed so as to be electrically safe;
  2. Regulation 76 (2) (a) which deems an electrical appliance not to be electrically safe for the purpose of Regulation 69 where in normal use, or in the event of an abnormal operation, they function unsafely so as to cause danger to persons, property or animals; and
  3. Regulation 76 (2) (b) which deems an electrical appliance not to be electrically safe for the purpose of Regulation 69 where they are designed for use at 230 volts between phase and neutral but are not clearly marked that they are for use at 230 volts or at a voltage range between that includes 230 volts.

Accordingly, I issue this prohibition.
