Civil Aviation Rules
Pursuant to section 34 (1) (a) of the Civil Aviation Act 1990, notice is hereby given that the Minister of Transport intends to make ordinary rules in the following CAR Parts:
Part 121—Air Operations – Large Aeroplanes,
requirements for Airborne Collision Avoidance Systems (ACAS), (NPRM 02-092, Docket 2/CAR/2).
Part 129—Foreign Air Transport Operator – Certification,
requirements for Airborne Collision Avoidance Systems (ACAS), (NPRM 02-023, Docket 2/CAR/2).
Part 91—General Operating and Flight Rules, use of SSR transponder, (NPRM 02-0402, Docket 2/CAR/2).
Part 121—Air Operations – Large Aeroplanes,
requirements for Terrain Awareness Warning Systems (TAWS), (NPRM02-035, Docket 2/CAR/4).
The close-off date for submissions on the proposed rules is 8 February 2002.

Civil Aviation Rule Part 73—Designation of Airspace
Pursuant to Civil Aviation Rule Part 73.7 (b) (i), the following new permanent danger area is established with effect from 20 December 2001—
NZD722 (Nine Mile Creek, North Greymouth).
Prescribed, pursuant to Part 73 of the Civil Aviation Rules, under a delegated authority issued by the Director of Civil Aviation.

British Settlements Act 1887
Officers of the Government of Ross Dependency Appointed

Background:
A. An Order in Council dated 30 July 1923* (“the order”) made under the British Settlements Act 1887

(UK) appoints the Governor-General of New Zealand to be the Governor of the Ross Dependency (“the Governor”) and vests in the Governor certain powers:
B. The order empowers the Governor to make rules and regulations for the peace, order, and good government of the Dependency:
C. Regulations made by the Governor on 14 November 1923† provide that all persons appointed by the Governor may be empowered to do such things as may be necessary or desirable to ensure that the laws in force in the Dependency are duly observed and complied with in every respect, and to do all things necessary or expedient for the peace, order, and good government of the Dependency, and to safeguard and preserve Her Majesty’s rights and sovereignty over and in respect of the Dependency:
D. It is now expedient that Michael Patrick Mahon and Kevin Richard Rigarlsford be appointed officers of the Government of the Dependency:
Now therefore I, Dame Silvia Cartwright, the Governor-General of New Zealand, and as such the Governor of the Dependency, appoint
Michael Patrick Mahon
Kevin Richard Rigarlsford
to be officers of the Government of the Dependency while they act as Senior New Zealand Representatives at Scott Base during the period beginning with this appointment and ending with the close of 30 June 2006:
I confer on Michael Patrick Mahon and Kevin Richard Rigarlsford, while they hold office as officers of the Government of the Dependency, all the powers exercisable in New Zealand by a Justice of the Peace, and also the powers exercisable in New Zealand by a Coroner:
Michael Patrick Mahon and Kevin Richard Rigarlsford are to exercise their functions at such places within the Dependency as may be directed by an officer of the Government of the Dependency who has the general executive and administrative authority in preserving Her Majesty’s rights and sovereignty and the laws in force in the Dependency.
As witness the hand of Her Excellency the Governor-General as the Governor of the Ross Dependency, this 28th day of November 2001.

Exemption From Specific Equipment Requirement
Pursuant to Regulation 1 (7) (a) of the Goods Service Vehicle (Constructional) Regulations 1936 and pursuant to the powers delegated to me by the Director of Land Transport Safety, I, Laszlo Andras Hidvegi, Senior Engineer, Vehicle Policy, hereby exempt the vehicles specified in Schedule 1 of this notice from the requirement in Schedule 2, subject to the conditions specified in Schedule 3.
