Amendments

  1. New Rates—Clause 6.1.1 of the programme (as substituted on 21 December 1999) is amended by omitting the figures “75” and “3,000”, and substituting the figures “75.38” and “3,015.20” respectively.

Explanatory Note:
This note is not part of the amendments, but is intended to explain their general effect.

This amendment, to the Training Incentive Allowance Programme under section 124 (1) (d) of the Social Security Act 1964, increases the rate and the maximum annual amount of the training incentive allowance to take account of a CPI increase of 0.51%.

The increases come into effect on 1 April 2000.

Social Welfare (Transitional Provisions) Act 1990

Rates of New Zealand Superannuation and Veterans Pensions

In order to increase the rates of New Zealand Superannuation and Veterans Pensions to the levels announced by Government on 27 January 2000, it is necessary to increase the rates in two steps:

(i) As required by section 13A of the Social Welfare (Transitional Provisions) Act 1990, the rates as at 1 April 2000 must first be increased in accordance with the change in the Consumer Price Index for the year to December 1999 (0.51%);

(ii) A further increase will be made under section 61H of the Social Security Act 1964 to set the rates at the announced levels.

The Social Security (Rates of Benefits and Allowances) Order 2000 achieves the first step.

The Government intends to immediately request the Governor-General to sign the second Order in Council.

This Order is planned for publication on 4 April 2000.

The rates set out in the second Order will take effect on and from 1 April 2000.

Civil Aviation Act 1990

Designation of Countries for Open Aviation Market Licences

Pursuant to section 87R of the Civil Aviation Act 1990, I designate the Cook Islands, the United Arab Emirates and the Grand-Duchy of Luxembourg as countries in respect of which:

(a) scheduled international air services; and

with respect to the Cook Islands;

(b) non-scheduled international flights engaged in the carriage of passengers, cargo or mail for remuneration or hire

may be carried on, to and from New Zealand, pursuant to and in conformity with an open aviation market licence.

This designation shall come into effect from the date of this notice.

Civil Aviation Act 1990

State Sector Act 1988

Notice of Granting of a Scheduled International Air Services Licence

Pursuant to the Civil Aviation Act 1990 and the State Sector Act 1988, I, Alastair Miles Bisley, Secretary for Transport in the Ministry of Transport, hereby give notice that I have exercised the power conferred by section 87N of the Civil Aviation Act 1990, and granted to China Airlines a Scheduled International Air Services Licence authorising the airline to operate international air services for the carriage of passengers, cargo and mail from points in Taiwan to points in New Zealand, via any intermediate points, at such frequency as is filed with and authorised by the Secretary of Transport.

The licence was granted with effect from 26 March 2000.

Background:

A. An Order in Council dated 30 July 1923* (“the order”) made under the British Settlements Act 1887 (UK) appoints the Governor-General of New Zealand to be the Governor of the Ross Dependency (“the Governor”) and vests in the Governor certain powers:

B. The order empowers the Governor to make rules and regulations for the peace, order, and good government of the Dependency;

C. Regulations made by the Governor on 14 November 1923† provide that all persons appointed by the Governor may be empowered to do such things as may be necessary or desirable to ensure that the laws in force in the Dependency are duly observed and complied with in every respect, and to do all things necessary or expedient for the peace, order, and good government of the Dependency, and to safeguard and
