section 4.4 of the rule, is demonstrated (this requirement may be met by attaching relevant documentation);

  1. Must confirm that the vehicle complies with applicable requirements;

  2. Must confirm, if appropriate, that any necessary specialist certification and other information specified in section 4.8 (6) has been obtained;

  3. May include other relevant details.

Conditional certification: in-service-fitness (temporary permit)

The document of compliance for the purpose of conditional certification (temporary permit) for in-service fitness (section 5.8 (2) of Land Transport Rule: Vehicle Standards Compliance 1998):

  1. Must include the name and signature of the certifier and the date of certification;

  2. Must include information on the:

    • class, registration number, make and model of the motor vehicle,
    • Vehicle Identification Number or chassis number;
  3. Must include the name of the owner of the vehicle and the address of the owner;

  4. Must include the date of expiry of the temporary certification (which must be no more than 28 days after the date of issue of the temporary certification);

  5. May include conditions specified by the certifier;

  6. May include other relevant details.

Conditional certification: in-service fitness (daylight operation only)

The document of compliance for the purpose of conditional certification (daylight operation only) for in-service fitness (section 5.8 (3) of Land Transport Rule: Vehicle Standards Compliance 1998):

  1. Must include the name and signature of the certifier and the date of certification;

  2. Must include information on:

    • the registration number of the motor vehicle,
    • the make of vehicle;
  3. Must include the name of the owner of the vehicle;

  4. Must include the date of expiry of the conditional certification (daylight operation only);

  5. Must include a condition that the vehicle not be operated during the hours of darkness;

  6. May include other conditions specified by the certifier;

  7. May include other relevant details.

Specialist certification

Documents of compliance for the purpose of specialist certification (including any of the purposes listed in section 2.4 (2) (b) of Land Transport Rule: Vehicle Standards Compliance 1998):

  1. Must include the name and signature of the certifier and the date of certification;

  2. Must have a format comprising sections with information relevant to the class of motor vehicle, the vehicle description, vehicle identifiers, and certification;

  3. Must include information relevant to the purpose of specialist certification (for example modifications; repair; vehicle dimensions; matters relevant to the structure, systems, components or equipment of a vehicle, or installation or use of a vehicle’s structure, systems, components or equipment; alternative fuel systems; age or historic nature of a vehicle; class of vehicle; or any other attribute of a vehicle);

  4. Must confirm that the vehicle, or any aspect of it relevant to the purpose of specialist certification, complies with applicable requirements as specified in Land Transport Rule: Vehicle Standards Compliance 1998; and

  5. May include other relevant details.

Stickers, compliance plates and labels

Pursuant to paragraph 2.7 (5) (c) of Land Transport Rule: Vehicle Standards Compliance 1998, I, Barry Georges Bouton, Business Manager, specify as records of certification for Land Transport Rule: Vehicle Standards Compliance 1998 stickers, compliance plates and labels that are of the format and contain information as specified below:

Certification for in-service fitness for all motor vehicles, except those vehicles specified in Schedule 2 of the rule, unless the vehicle is also specified in Schedule 3 ("Warrant of Fitness" label)

The Warrant of Fitness label prescribed by the General Manager, Operations, Land Transport Safety Authority on 27 July 1998 (New Zealand Gazette, 30 July 1998, No. 100, page 2295) is specified as the vehicle label which is a record of certification for in-service fitness (section 5.4 (2) (a)) for all motor vehicles, except those vehicles specified in Schedule 2 of the rule, unless the vehicle is also specified in Schedule 3.

Inclusion of the vehicle’s registration number is sufficient to comply with the requirement for the vehicle label to include details of basic vehicle attributes (section 5.4 (6) (b)).

This form of vehicle label may be used irrespective of whether the applicable interval for certification for in-service fitness is 6 months or 12 months.

Certification for in-service fitness for motor vehicles specified in Schedule 2 of the rule unless the vehicle is also specified in Schedule 3 ("Certificate of Fitness" label)

The Certificate of Fitness label which is a record of certification for in-service fitness (section 5.4 (2) (a)) for motor vehicles specified in Schedule 2 must be of a format which includes the following:

  1. Information that identifies the vehicle, such as the registration number;

  2. The make of the vehicle;

  3. The date of issue and expiry of certification for in-service fitness;

  4. Name of the certifier.

Certification of motor vehicles for loading and weight

The vehicle label required under section 8 of Land Transport Rule: Vehicle Standards Compliance 1998 may be affixed as a single vehicle label or in two parts. The vehicle label must be of a format which includes the following:

  1. Information that identifies the motor vehicle, such as the Vehicle Identification Number, registration number or chassis number;

  2. Basic vehicle attributes, including the type or class of vehicle, and its unladen weight;

  3. The date of certification;

  4. Details of the maximum permissible loading for the vehicle, in relation, if applicable, to specified circumstances; and including, if the vehicle is a
