Summary of Exemptions granted by the Director of Civil Aviation
Pursuant to section 37 of the Civil Aviation Act 1990, notification is hereby given of a summary of an exemption, set out in the Schedule hereto, granted by the Director of Civil Aviation.

Docket 99/EXE/63 – CAR 91.311 (a) (2)
The director granted an exemption to Anthony Howard Monk of Auckland, being the pilot-in-command of an aircraft operating under VFR, from the requirement in 91.311 (a) (2) that no pilot-in-command of an aircraft shall operate an aircraft under VFR over any congested area of a city, town, or settlement, or over any open assembly of persons, at a height of less than 1000 feet above the highest obstacle within a horizontal radius from the aircraft of 2000 feet.
The exemption is granted only in respect of one operation to be conducted in helicopter ZK-HST for the purpose of filming in Shortland Street, Auckland City on either Saturday, 6 March 1999 or Sunday, 7 March 1999, between the hours of 0700 and 0800.
Notice of the grant, withdrawal or denial of exemptions with provisos are published in the Civil Aviation Rules Register Information Leaflet (CARRIL). For the proviso, refer to issue dated 11 March 1999. The CARRIL is available on the CAA website www.caa.govt.nz.
Exemption files may also be viewed on prior request to the Registrar at the office of the Civil Aviation Authority, 1 Market Grove (P.O. Box 31-441), Lower Hutt.

Civil Aviation Rules
The Minister of Transport intends to make ordinary rules in the following CAR Parts—
Part 171 — Aeronautical Telecommunication Service — Operation and Certification, Amendment
Part 12 — Accidents, Incidents, and Statistics, Amendment
— pursuant to section 34 (1) (a) of the Civil Aviation Act 1990. The submission close-off time for the proposed part is 31 March 1999.
Copies of the Notice of Proposed Rule Making are available for viewing at: Aviation House, 1 Market Grove, Lower Hutt and on application to: The Docket Clerk, P.O. Box 31-441, Lower Hutt 6315. The NPRM is also available on the CAA website @caa.govt.nz.

Electronic Records of Certification
Pursuant to paragraph 2.7 (5) (a) of Land Transport Rule: Vehicle Standards Compliance 1998, I, Barry Georges Bouton, Business Manager, approve records of certification for Land Transport Rule: Vehicle Standards Compliance 1998 in electronic form that:

Are recorded on, and by means of, electronic information systems that comply with the design specifications for Motor Vehicle Registration, LATIS, MOTOC HEK, and the Vehicle Standards Compliance border check systems, including all changes made to those systems;

Comply in terms of content with the relevant requirements of Land Transport Rule: Vehicle Standards Compliance 1998;

Are able to be authenticated so that the certifier can be identified;

Include the date of certification.

Pursuant to paragraph 2.7 (5) (b) of Land Transport Rule: Vehicle Standards Compliance 1998, I, Barry Georges Bouton, Business Manager, specify as records of certification for Land Transport Rule: Vehicle Standards Compliance 1998, documents of compliance that are of the format and contain the information as specified below:
Certification for registration
The document of compliance for the purpose of certification for registration (section 4.8 of Land Transport Rule: Vehicle Standards Compliance 1998):

Must include the name and signature of the certifier and the date of certification;

Must comprise a format having separate sections for information on the class of motor vehicle, the vehicle description, vehicle identifiers, and certification;

Must include information on the:
- make and model of the vehicle,
- year of manufacture,
- year of first registration (if a used vehicle),
- cc rating or kW rating of engine,
- Vehicle Identification Number or chassis number;

Must include information relating to the means by which original standards compliance, as specified in
