The Traffic (Kaipara District) Notice No. 2, 1996
Pursuant to sections 52 (1) (c) and 52 (3) of the Transport Act 1962, and regulation 21 (2) of the Traffic Regulations 1976, and to a delegation from the Minister of Transport, dated 31 August 1990, I, Grant Stewart Ellis Milne, Secretary for Transport, give the following notice:
Notice
(1) This notice may be cited as the Traffic (Kaipara District) Notice No. 2, 1996.
(2) The roads specified in the First Schedule are declared to be closely populated localities at all times for the purposes of section 52 of the Transport Act 1962.
(3) The roads specified in the Second Schedule are declared to be 70 kilometres an hour speed limit areas, pursuant to regulation 21 (2) of the Traffic Regulations 1976.
(4) That part of the Traffic (Hobson County) Notice No. 1, 1982*, which relates to the roads named in the Schedules below is revoked.
First Schedule
Situated within Kaipara District at Te Kopuru:
Agnes Street.
Bickers Street.
Clean Street.
Graham Street.
Hospital Road.
Norton Street: From a point 170 metres measured northerly generally along the said road from Wordsworth Avenue to West Coast Road.
Pouto Road: from West Coast Road to a point 60 metres measured southerly generally along the said road from West Coast Road.
West Coast Road: From Norton Street to a point 402 metres measured westerly generally along said road from Hospital Road.
Walker Terrace.
Wilson Street.
Withers Street.
Wordsworth Avenue.
Second Schedule
Norton Street: From a point 170 metres measured northerly generally along the said road from Wordsworth Avenue to Pouto Road.
Pouto Road: From Norton Street a point 70 metres measured northerly generally along the said road from Norton Street.

(2) The roads specified in the Schedule are declared to be closely populated localities at all times for the purposes of section 52 of the Transport Act 1962.
Schedule
Situated within Whangarei District at Teal Bay:
Helena Road.
Owai Avenue.
Webb Road. From a point 350 metres measured south-easterly generally along said road from Helena Road to a point 150 metres, measured north-westerly along said road from Helena Road.

Transport (Vehicle Standards) Regulations 1990
Exemption From Specified Requirements of the Transport (Vehicle Standards) Regulations 1990
Pursuant to regulation 36 of the Transport (Vehicle Standards) Regulations 1990, I, Peter Waring, Senior Engineer, hereby exempt the motor vehicle specified in Schedule 1 of this notice from the requirements contained within regulations 29 (1) (a) and (c), (3) and (4) of the Transport (Vehicle Standards) Regulations 1990, subject to the conditions specified within Schedule 2 of this notice.

(i) Lap and diagonal seatbelts manufactured to an approved standard are fitted to front outboard seat positions;

(iv) A copy of this notice must be carried in the vehicle at all times and be readily available for inspection.
