December Economic and Fiscal Update Copies for Inspection and Purchase by Members of the Public
The following statement is made pursuant to section 17 of the Fiscal Responsibility Act 1994:
The Minister of Finance published the December Economic and Fiscal Update on 20 December 1994, as required under section 13 of the Fiscal Responsibility Act 1994, in advance of it being laid before the House of Representatives.
Copies of this document are available for inspection by members of the public at public libraries, which hold parliamentary papers.
Copies of this document are on sale to members of the public in bookshops around New Zealand or by writing to:

Summary of Exemptions Granted by Director of Civil Aviation
Pursuant to section 37 of the Civil Aviation Act 1990, notification is hereby given of a summary of exemptions, set out in the Schedule hereto, granted by the Director of Civil Aviation.

Nature of exemptions granted:
Docket 1073/5001, to Air New Zealand Limited on 15 December 1992. From 139.305 (5). To allow landing and taking off from non-certificated aerodromes outside New Zealand. To remain in force until 5 January 1994. Subsequently extended on 7 December 1993, to remain in force until the exemption is withdrawn by the Director.
Docket 5002, to applicants for pilot licences on 19 May 1993. From 61.153 (a) (6) (v), 61.203 (6) (vii) and 61.253 (5) (vi) and (vii). To exempt applicants from having passed an approved written examination in human factors. To remain in force until 31 December 1993.†
Docket 1079/5007, to Mount Cook Group Limited—Airline on 21 September 1993. From 139.69 (b) (1) (ii). To allow the barriers required by 139.69 (a) (1) be less than 1200 mm in height, conditional on Mount Cook Group Limited maintaining a barrier of at least 1025 mm as shown in the attached drawing. To remain in force until the exemption is withdrawn by the Director.
Docket 1087, to Auckland International Airport Limited on 15 November 1993. From 139.203 (d) (4) (iii). To exempt Auckland International Airport Limited from the area separation requirement for arriving and departing international passengers by the maintenance of procedural controls and other methods. To remain in force until the exemption is withdrawn by the Director.
Docket 1088/5008, to Auckland International Airport Limited on 10 September 1993. From 139.203 (c). To allow the barriers required by 139.203 (b) (1) to be less than 2440 mm in height, conditional on Auckland International Airport Limited maintaining a barrier of not less than 1900 mm comprising a diamond mesh topped by galvanised tiger tape razor wire coil. To remain in force until the exemption is withdrawn by the Director.
Docket 1095, to Waikato Regional Airport Limited on 26 November 1993. From 139.69 (b) (1) (ii). To exempt Waikato Regional Airport Limited from the requirement of 139.69 (a) (1) to have barriers 1200 mm in height. Conditional on WRAL maintaining a barrier at least 1030 mm high. To remain in force until 30 November 1994, or the exemption is withdrawn by the Director.‡
Docket 1091, to Airways Corporation of New Zealand Limited on 14 December 1993. From 171.53 (a) (1) (ii). To exempt the existing ILS facilities at Wellington Airport runways 16 and 34 from complying with all of the requirements of ICAO Annex 10 Volume I Part I (coverage of localiser, and glide path, and absence of monitoring). To remain in force until the facilities are replaced, or until the exemption is withdrawn by the Director.
Docket 1092/5010, to Airways Corporation of New Zealand on 14 December 1993. From 171.53 (a) (2) (iii). To exempt Airways Corporation of New Zealand from the requirement to monitor each NDB radio beacon for certain failures and switch it off. Provided that Airways Corporation of New Zealand maintains the current minimum level of remote monitoring of facilities at Alexandra, Ashburton, Berridale, Brothers, Burnham, Cape Campbell, Forest, Henley, Hornby, Invercargill, Kaikoura, Manapouri, Mary, Mosgiel, Oamaru, Ohura, Surrey, Timaru, Waiuku, Weydon, Whakatane and Woodend. To remain in force until the facilities are replaced, or the exemption is withdrawn by the Director.
Docket 5014, to the holder of a current Category A flight instructor rating nominated by Captain John Brough on 23 December 1993. From 61.53 and 61.305 (i) (1). To exempt the flight instructor from having to have type and instructor ratings on a first-of-type aircraft
