Selection Criteria

Each proposal is to be judged against the following criteria:

KEY CRITERIA

(a) Scientific merit of the proposal, incorporating originality, insight and rigour;

(b) Potential of the researchers to contribute to the advancement of knowledge;

(c) Contribution to development or broadening of research skills in New Zealand, particularly those of emerging researchers.

Primary consideration is to be given to the above key criteria. Secondary consideration may then be given to the full cost of proposals.

Administration

Administration of funding will be undertaken by the Foundation for Research, Science and Technology, on the advice of a Committee of the Foundation which shall be known as the Marsden Fund Committee (MFC). The MFC is to comprise up to ten people including a minimum number of members of the Foundation as required by Clause 8, First Schedule, Foundation for Research, Science and Technology Act 1990. Other members of the committee shall be eminent researchers spanning a range of disciplines.

The Foundation will ensure that the MFC is perceived by researchers to be differentiated from other committees and activities of the Foundation by:

  • ensuring that the MFC is a distinct and visible entity, directly communicating with and accessible by, researchers;

  • adopting an allocation process, on the advice of the MFC, consistent with the nature of the scheme;

  • seeking the advice of the MFC on all aspects of policy and administration relating to the scheme.

Reporting by the Foundation

The following framework is to be used for reporting on allocation decisions.

  • Mathematical and Information Sciences
  • Physical Sciences and Engineering
  • Agricultural, Medical and Life Sciences
  • Earth Sciences and Astronomy
  • Social Sciences

Funding for allocation

Details of the funds available for allocation in 1995/96 and in 1996/97 will be confirmed subsequent to the presentation of the 1995 Budget. For 1995/96 however, this funding will be in the range of $5,574,000 to $5,962,500 depending on funding for the Carter Observatory.

Monitoring

The scheme will be monitored by the Ministry of Research, Science and Technology. The Foundation will make provision for the collection of information required by the Ministry in carrying out its monitoring role.

Notice of Application to Amend an International Air Service Licence

Pursuant to section 14A of the International Air Services Licensing Act 1947, notice is hereby given that Mr Peter Keith Wakeman has applied for an amendment to his International Air Service Licence to permit him to carry on scheduled air services optionally via Australia to Bandar Seri Begawan, Denpasar, Jakarta, Kuala Lumpur, Singapore and Taipei.

Further details of this proposal may be obtained from General Manager Air Services, Ministry of Transport, P.O. Box 3175, Wellington.

Any person or organisation wishing to make representations relating to this application must forward those representations in writing to reach me on or before 13 April 1995.
