Biosecurity Act 1993

Biosecurity (Proposed National Pest Management Strategy for Bovine Tuberculosis) Notice No. 32

Pursuant to section 62 (1) of the Biosecurity Act 1993, I hereby give public notice of a proposed national pest management strategy for bovine tuberculosis (Mycobacterium bovis).

Purpose and Extent

The purpose of the proposed strategy is to make further progress towards the long term goal of eradicating bovine tuberculosis from New Zealand domestic livestock in order to:

a Minimise the potential for tuberculosis to affect export returns for cattle, deer and dairy products and in particular to:

i maintain New Zealand’s tuberculosis free trading status; and

ii avoid market reaction arising from consumer perception about the status of New Zealand’s dairy, beef and deer products.

b Reduce the risk of direct transfer of the disease from animals to humans, particularly for those associated with the cattle and deer industry.

c Prevent production losses associated with tuberculosis in cattle and deer herds.

The proposed strategy would principally involve measures to control the spread of the disease among livestock, and measures to control the populations of wild animals that spread the disease. These measures would be implemented throughout New Zealand.

Any person who is likely to be affected by the implementation of the proposed strategy, and who is opposed to the proposed strategy, may notify their opposition by sending a letter to:

The letter should include a brief explanation of the reasons for opposition and should be sent in time to reach the above address by 15 December 1995.

Dumping and Countervailing Duties Act 1988

Determination as a Specified Importer

Notice is hereby given that acting pursuant to section 21 of the Dumping and Countervailing Duties Amendment Act 1994, and pursuant to section 3A (2) of the Dumping and Countervailing Duties Act 1988 as in force immediately before the commencement of the Dumping and Countervailing Duties Amendment Act 1994, and under delegated authority from the Secretary of Commerce, I have determined that Asia World Trading Limited, Taranaki Rubber Company Limited and Vinnell Shoes Limited, New Zealand producers of certain men’s footwear, who are also importers of like goods, are “specified importers”.

The brief reasons for this determination being made are that having regard to the nature and extent of the importations of the allegedly dumped goods including the value, quantity, frequency and purpose of the importations, I am satisfied that Asia World Trading Limited, Taranaki Rubber Company Limited and Vinnell Shoes Limited should not be excluded from being treated as New Zealand producers for the purposes of the Dumping and Countervailing Duties Act 1988 as in force immediately before the commencement of the Dumping and Countervailing Duties Amendment Act 1994.

Pursuant to section 60 (2) of the Patents Act 1953, and section 10 (2) of the Designs Act 1953, and to section 3 of the Constitution Act 1986, I, Elizabeth II, Queen of New Zealand, do hereby declare The 1996 Royal Easter Show to be held at the Auckland Showgrounds, 217 Greenlane Road, Auckland, New Zealand, from Wednesday, 3 April 1996 to Monday, 8 April 1996, to be an Industrial Exhibition for the purposes of the Patents Act and the Designs Act.
