Schedule One
Tractors owned by Air New Zealand Ltd, Ansett New Zealand Ltd and Mount Cook Group Limited (Airline Division) together with any trailer or trolley while drawn by such tractors.
Schedule Two

This exemption applies to the specified classes of vehicles when they are being used within the airport and roads within the airport area.

Maintenance—All tractors, trailers, and trolleys must be regularly maintained. A record of this periodic maintenance must be kept and made available to Land Transport Safety Authority officers on request.

Lights—
Tractors—must be fitted with:
(a) one or more revolving or flashing amber light fitted as high as practicable behind the driver, visible in all directions, that is used at all times when operating, and
(b) an efficient audible warning device.
• Tractors, trailers, and trolleys must be fitted with:
(a) two forward facing side lamps, white in colour, and
(b) one rearward facing lamp, red in colour.
The above lamps must be visible from at least 100 metres in normal atmospheric conditions and must be used on any road during the hours of darkness.
- Brakes on tractors—
(a) Service brake—the service brake must be capable of stopping any combination of fully laden trailers or trolleys specified in paragraph 6 within a distance of 7 metres from a speed of 15 km/h without assistance from the compression of the engine.
(b) Parking brake—the parking brake must be capable of stopping any combination of fully laden trailers or trolleys specified in paragraph 6 within a distance of 18 metres from a speed of 15 km/h without assistance from the compression of the engine, or be capable of holding the whole combination of vehicles fully laden at rest on a grade 1 in 5.
- Reflectors—
• All trailers and trolleys must be fitted with:
(a) (i) approved red or amber reflective materials along the sides of the vehicle, or
(ii) three red or amber approved reflectors evenly spaced along the sides of the vehicle; and
(b) (i) red or amber reflective materials across the full width of the rear tray, or
(ii) two approved red reflectors, one either side of the rear tray.
The approved reflectors may be fitted as well as the reflective materials.
All tractors must be fitted with at least two approved red reflectors, one either side of the rear tray.
- Towing—
Tractors must tow no more than a rake of either:
(a) Six fully loaded container trailers;
(b) Six fully loaded baggage trolleys;
(c) Three fully loaded cargo or flat top trailers; or
(d) Six unloaded cargo or flat top trailers on any road;
Every fully loaded cargo or flat top trailer exceeding 2000 kgs must have a safety chain fitted that is securely connected while being towed. These chains shall have a minimum breaking load of 20 tonnes.
- Operational speeds—
The speed of any tractor, trailer or trolley shall not exceed 15 km/h on any road.

Approval of Brake Testing Meter
Pursuant to regulation 88 of the Traffic Regulations 1976 and pursuant to the powers delegated to me by the Director of Land Transport Safety by an instrument of delegation dated 11 April 1994, I, Peter William Bowen, Senior Automotive Engineer, hereby approve the brake testing instrument described in the Schedule hereto, for use under regulation 68 (5) of the Traffic Regulations 1976 and subject to the conditions of approval set out in the Schedule hereto.
Schedule
Vipac Brake Tester, Model VBT101, manufactured by Vipac Engineers and Scientists Ltd of Port Melbourne, Victoria, Australia.
Conditions of Approval
In accordance with the regulation 88 of the Traffic Regulations 1976, the above brake testing meter is approved, subject to the following conditions:
(1) Each instrument to be provided with a calibration certificate, issued by a nationally recognised testing laboratory, stating the overall accuracy of the instrument, expressed as a percentage of the full scale reading.
(2) The supplier shall provide a calibration and repair service that is readily available to the users of this brake testing instrument.

Approval of Course in Map Reading
Pursuant to section 48 (2) (f) of the Transport (Vehicle and Driver Registration and Licensing) Act 1986; and pursuant to a delegation given by the Director of Land Transport Safety in an instrument of delegation dated the 11th day of April 1994; I, Warren Richard Gillespie Simeon, Manager, Road User Standards hereby approve the following organisation to conduct course in map reading for the purposes of regulation 11 (1) (c) of the Transport (Driver Licensing) Regulations 1987:
Transport Auckland Corporation Limited, Auckland.
This notice replaces New Zealand Gazette notice No. 5, page 141, dated 18 January 1990.
