Summary of Bills Introduced

Masterton District Council (Rates Validation and Empowering)
This is a local bill which seeks:

(a) To validate rates made by the Masterton District Council for the year ended 30 June 1991, with the exceptions of certain rates made and levied in the area known as the AB area;

(b) To substitute for the rates not validated in the AB area, a rate at the same rate in the dollar as was made by the former Masterton District Council for the year ended 31 March 1990;

(c) To deal with consequential overpayments of rates in the AB area for the year ended 30 June 1990. Overpayments will be credited to the relevant rate account, or on request, refunded to the person who paid rates;

(d) To authorise the application of the proceeds of the General Capital Purposes Fund to any consequential funding shortfall for the year ended 30 June 1991;

(e) To provide for a general rate in the rural rating area for the year ending 30 June 1992 on a differential basis; and

(f) To confirm certain rating arrangements in the urban rating area.

Dunedin City Council (Sale of Liquor) Empowering
This is a local Bill which seeks to enable the Dunedin City Council to hold liquor licences in respect of the Town Hall, the Conference Centre, the Municipal Chambers and the Dunedin Public Library.

Invercargill City Council Vesting and Empowering (Gasworks Site)
The objects of this local bill are:

(a) To free land from trusts, reservations, and restrictions imposed by the Invercargill Gasworks Site Act 1881;

(b) To empower the Council to sell the land; and

(c) To enable the Council to apply the net proceeds from the sale for the general purposes of the Council.

Northland Regional Council and Far North District Council Vesting and Empowering
This local bill seeks:

(a) To vest in the Far North District Council certain assets and liabilities of the Northland Regional Council including certain harbour and maritime facilities, resource consents and approvals, and land vested in the Northland Regional Council under the Local Government (Northland Region) Reorganisation Order 1989;

(b) To give the Far North District Council certain authorities and powers in respect of mooring charges; and

(c) To repeal the Northland Harbour Act 1965.
