Notice of Guarantees Given Under Section 59 (1) of the Public Finance Act 1989

Pursuant to section 59 (2) of the Public Finance Act 1989, I, Ruth Margaret Richardson, Minister of Finance, state that during the period from 3 May 1991 to 9 March 1992, I gave guarantees in respect of the payment obligations of the Housing Corporation of New Zealand to the financial institutions listed below:

Transit New Zealand Act 1989

Bylaw Fixing the Maximum Speed of Vehicles on Part of State Highway No. 74, Christchurch-Lyttelton Motorway (Route Position 4/3.74 to Route Position 4/6.01)

Pursuant to section 61 (2) of the Transit New Zealand Act 1989 and section 72 (1) (j) of the Transport Act 1962, Transit New Zealand makes the following bylaw:

Bylaw:

  1. This bylaw may be cited as Transit New Zealand Bylaw 1992/4.

  2. This bylaw shall come into force on the 1st day of October 1992.

  3. In this bylaw “motor vehicle” has the meaning assigned to it in section 72 (1) of the Transport Act 1962.

  4. No person shall drive any motor vehicle at a speed exceeding 50 kilometres an hour on that part of State Highway 74 (Christchurch-Lyttelton Motorway) and being the tunnel proper, commencing at a point 50 metres measured in a north-westerly direction from the Heathcote Valley Underpass and extending in a generally southerly direction to the north side of the intersection with Norwich Quay.

  5. Every person who commits an offence against this bylaw is liable upon summary conviction to a fine not exceeding $500.

This bylaw was made by resolution duly passed at a meeting of the Transit New Zealand Authority held in Wellington on the 2nd day of September 1992.
