Second Schedule
-
Notwithstanding any other provision of this notice, no person who is permitted by any such provision to propel or navigate a small craft at a speed through the water exceeding 5 knots shall do so in any manner that is likely to endanger or unduly annoy any person who is, in, on, or using the waters or fishing, or undertaking any recreational activity in the vicinity of the small craft.

All persons in charge of a vessel shall adhere to and keep the provisions of all Acts and regulations not specifically exempted by this notice.

Suitable notice as may be approved by the Section Officer (Harbours Management), Christchurch, shall be erected at the sites deemed necessary by the Section Officer (Harbours Management).

Broadcasting Standards Authority—Decision No. 5/91, 6/91, 7/91, 8/91 and Interlocutory Decision 1/90
Pursuant to section 15 (1) of the Broadcasting Act 1989, notice is hereby given that the Broadcasting Standards Authority has made the following Decisions on complaints referred to it for investigation and review:
(i) In Decision 5/91, the Authority declined to uphold a complaint by Anna Coffey of Auckland that the action taken by Television New Zealand Ltd. when upholding Ms Coffey’s complaint about the good taste and decency of the film The Big Doll House was inadequate and unreasonable.
(ii) In Decision 6/91, the Authority declined to uphold a complaint by Mr A. N. Dewar of Wellington that the broadcast of TV3 Network Services Ltd. of news items on 16 November 1990 and 3 December 1990 concerning the Gulf crisis breached the responsibility placed on broadcasters to discourage the portrayal of persons or sections of the community in a manner which encourages denigration of or discrimination against them.
(iii) In Decision 7/91, the Authority upheld a complaint by Liam Wright of Auckland that the broadcast by Television New Zealand Ltd. of an item on the Holmes programme about the Cartwright Report into cervical cancer treatment at the National Women’s Hospital in Auckland breached the responsibility placed on broadcasters to be truthful and accurate on points of fact. The Authority ordered Television New Zealand Ltd. to broadcast, before the 22 March between 6 p.m. and 7 p.m., a brief summary of its decision.
(iv) In Decision 8/91, the Authority upheld a complaint by Shirley Early of Auckland that the broadcast by Radio Pacific Ltd. of certain comments by Allan Dick about a committed patient at Carrington Hospital breached the responsibility placed on broadcasters to be truthful and accurate on points of fact in news and current affairs programmes.
(v) In Interlocutory Decision 1/90, the Authority, pursuant to section 13 (1) (c) of the Broadcasting Act 1989, ordered that the complaint by the New Zealand Immigration Service against Television New Zealand Ltd. with regard to an item broadcast on the Holmes programme be referred back to the broadcaster for proper consideration and determination.
