Imposition of Dumping Duty

PURSUANT to the provisions of section 186A(2) of the Customs Act 1966, having formed the opinion that the importation into New Zealand of power transformers for voltages of 66 Kv and above, being goods of a class or kind manufactured or intended to be manufactured in New Zealand, causes or is likely to cause material injury to the industry in New Zealand, I hereby direct that there shall, in addition to any other duties of Customs, be imposed on the six 220/55 Kv 15 MVA Single Phase Traction Transformers, serial numbers 7571 to 7576, manufactured by Officine Elettromeccaniche Lombarde, Italy, and imported into New Zealand by ASTEC Transformers (also known as Tolley Transformer Industries), a dumping duty equivalent to 100 percent of the amount by which the export price is less than the cost of production, with an amount for administrative and selling costs, profit, and any charges added thereto, of similar goods in the country of exportation to New Zealand at the time of such exportation.

  1. (i) The Board of Governors of Spotswood College shall be known as the New Plymouth High School Board of Governors.

(ii) The constitution of the New Plymouth High Schools Board of Governors is hereby varied and the board shall be constituted as follows:

(a) One member appointed by the Taranaki Education Board;

(b) One member appointed by the teachers of Spotswood College; but the member so elected may not be appointed as chairman or deputy chairman of the board;

(c) Five members elected by the parents of pupils attending Spotswood College;

(d) One member appointed by the New Plymouth City Council;

(e) Three members appointed by the board itself.

The Public Finance Act 1977—Notice of Guarantee

PURSUANT to subsection (1A) of section 86 of the Public Finance Act 1977, I, Roger Owen Douglas, Minister of Finance, give the following notice:

Acting on behalf of the Crown, I executed a Deed of Guarantee and Agency dated 13 April 1987, which has the effect of guaranteeing certain borrowings which might be raised by a wholly owned subsidiary of the New Zealand Dairy Board (the “Board”). Such borrowings must be for the purpose of financing actual or anticipated trading deficits of the Board or of discharging the subordinated debt of the Board to the Reserve Bank of New Zealand. The maximum aggregate amount of such guaranteed borrowings shall not exceed the amounts set out below in respect of each respective period set out below:

The Public Finance Act 1977—Notice of Guarantee

PURSUANT to subsection (1A) of section 86 of the Public Finance Act 1977, I, Roger Owen Douglas, Minister of Finance, give the following notice:

Acting on behalf of the Crown, I gave a guarantee on 29 May 1987 to the Rural Banking and Finance Corporation of New Zealand in respect of advances to Rothmans of Pall Mall (New Zealand) Ltd. and WD and HO Wills (New Zealand) Ltd. for the purchase of domestic tobacco leaf from the 1987 and 1988 crops. The total amount guaranteed in relation to the 1987 crop is not to exceed $4,751,000 and the total amount guaranteed in relation to the 1988 crop is not to exceed $2,850,000.

Sale of Wanganui Harbour Board Land

I, Richard William Prebble, Minister of Transport, having obtained the concurrence of the Minister of Finance pursuant to section 143A(3) of the Harbours Act 1950, hereby approve pursuant to sections 143A(1)(a) and 143C(1)(b)(i) of the Act the sale of land referred to in the Schedule to the lessees by the Wanganui Harbour Board, and I specify that my approval is effective from the date of this notice.

SCHEDULE

ALL that parcel of land containing 1885 square metres, more or less, situated in the City of Wanganui, being Lot 4 on Deposited Plan 49876 and being all the land contained in certificate of title, Volume 19D, folio 682.
