"The licence shall be authorised to make minor modifications to the timetable or frequency of services on the route over which the licence is granted without the need for a transport licensing hearing. Any proposed alteration shall be publicly notified in accordance with Policy 3.5 of the Coastal - North Otago United Council’s approved operational plan. The Transport Licensing Authority shall be informed of the proposed minor modifications and the result of the local authority/ies consideration of any submissions received."

Policy 3.5 reads:

"Before changes are made to existing levels of service or routes, any local authority/ies advocating the changes shall publicly notify them and receive submissions from interested parties up to a period of 14 days from the date of the notice. The local authority shall give consideration to the submissions received."
