Sale of Otago Harbour Board Land

  1. Richard William Prebble, Minister of Transport, having obtained the concurrence of the Minister of Finance pursuant to section 143A (3) of the Harbours Act 1950, hereby approve pursuant to section 143A (1)(a) and section 143C (1)(b) (i) of the Act the sale of land referred to in the Schedule to this notice by the Otago Harbour Board, and I specify that my approval is effective from the date of this notice.

Insurance Companies' Deposits Act 1953—Proposed Release of Deposit

The United Insurance Company Limited (herein called "the company") has given notice to the Public Trustee that it has ceased to carry on the business of insurance in New Zealand and that it proposes to withdraw, pursuant to section 19 of such Act, the deposit which has been made by it with the Public Trustee.

The Public Trustee therefore gives notice pursuant to section 19 (3) of the above-mentioned Act, that being satisfied that all liabilities of the company in New Zealand in respect of such business of insurance have been fully liquidated he proposes to release to the company, on or after 14 August 1986, the amount deposited with him by the company.

Any objections to the release of the amount deposited should be lodged with the District Public Trustee at the Public Trust Office, 117–129 Lambton Quay, Wellington 1, on or before 7 August 1986.

Notice Declaring Old Man's Beard (Clematis Vitalba) a Class B Noxious Plant

  1. Pursuant to section 19 of the Noxious Plants Act 1978, the Noxious Plants Council hereby declares old man's beard (clematis vitalba) to be a Class B noxious plant in that part of New Zealand lying within the boundaries of the following District Noxious Plants Authorities: Lake, Waihemo, Inangahua, Rodney, Central Auckland, Piako, Matamata, Waipa, Waikato, Whakatane, Opotiki, Tauranga, Southland, Wallace, Buller.

  2. This notice shall come into effect on the day after the date of notification in the Gazette.

Notice to Set Apart and Define a Special Quarantine Ground at Southdown Industrial Park North Auckland

Notice is hereby given that pursuant to section 11A (1) of the Animals Act 1967 the land and premises of Animal Enterprises being part of Lot 6, D.P. 101529, North Auckland land registry is hereby declared to be a special quarantine ground for the detention of imported animals.

Private Schools Conditional Integration Act 1975

PURSUANT to section 10 of the Private Schools Conditional Integration Act 1975, notice is given that an integration agreement has been signed between the Minister of Education and the proprietor of the following school:

Sacred Heart College, New Plymouth.

The said supplementary integration agreement came into effect on 26 May 1986. Copies of the supplementary integration agreements are available for inspection without charge by any member of the public at the Department of Education, Head Office, National Mutual Centre, Featherston Street, Wellington, and at regional offices.

Confiscation of Motor Vehicle

PURSUANT to section 34 (2) of the Criminal Justice Act 1985 an order was made in the District Court at Christchurch on Wednesday, the 11th day of June 1986 against Frank Sollis for the confiscation of the following motor vehicle—1964 Ford Mark III Zephyr, Registration No. AR4211.

The Standards Act 1965—Draft New Zealand Standard Specification Available for Comment

PURSUANT to subsection (3) of section 23 of the Standards Act 1965, notice is hereby given that the following draft New Zealand standard specification is being circulated:

DZ 4203 General structural design and design loadings for buildings: $11.20

This draft is the proposed revision of NZS 4203:1984. In the preparation of the draft, many individuals and institutions with specialist skills and experience were canvassed for their views and for contributions to the work.

Part D, dealing with wind forces, is not yet available. It will be modelled largely on the new Australian draft which has been written to replace the Australian Code for Wind Forces, AS 1170, Part 2. Drafting of this section will commence shortly.

The draft requires designers to consider two limit states, serviceability and ultimate, with appropriate load factors specified for each. The load factors for the ultimate state are smaller than New Zealand designers are accustomed to, and definitions of some loadings have been altered. These changes should make designs more realistic. They follow trends in other countries, notably in Canada and the United States of America, but studies to support them have been made in New Zealand. To make the design process properly consistent throughout, changes will be needed in materials codes.
