  1. The grounds for the direction are:

(a) The information was not official information within the meaning of the Act when Mr Latta made his request on 7 October 1985 and accordingly was not information that he was entitled to request under section 12 of the Act;

(b) The information was supplied in confidence to the Treasury and the release of the information would be likely to prejudice the supply of similar information or information from the same source and it is in the public interest that such information should continue to be supplied to the Treasury;

(c) The withholding of the information is necessary to maintain the effective conduct of public affairs through the free and frank expression of opinions by or between or to officers of the Ministry of Agriculture and Fisheries and the Treasury in the course of their duty;

(d) The information consists of a recorded version of another officer’s statements made from memory and it is not in the public interest to release statements that have not been checked for accuracy and may be incorrect or misleading.

  1. The advice on which this direction is based has been received from the Associate Minister of Finance, the Hon. D. J. Caygill, and the Secretary to the Treasury. The purport of the advice is as set out above.

Sale of Kaiapoi Borough Council Land

I, Richard William Prebble, Minister of Transport, having obtained the concurrence of the Minister of Finance pursuant to section 143A (3) of the Harbours Act 1950, approve pursuant to section 143A (1) (a) and 143C (1) (b) (i) of the Act the sale of the land referred to in the Schedule to the lessees of the land, by the Kaiapoi Borough Council pursuant to section 143C of the Act, and I specify that my approval is effective from the date of this notice and is subject to the condition that the proceeds of the sale are to be used for harbour purposes.

ALL that land situated in the Borough of Kaiapoi in the Land Registration District of Canterbury, as shown on Deposited Plan 42864 and described as follows:

Sale of Marlborough Harbour Board

I, Richard William Prebble, Minister of Transport, having obtained the concurrence of the Minister of Finance pursuant to section 143A (3) of the Harbours Act 1950, hereby approve pursuant to section 143A (1) (a) and 143C (1) (b) (i) of the Act the sale of the land referred to in the Schedule hereto by the Marlborough Harbour Board pursuant to section 143C of that Act and I specify that my approval of this notice is effective from the date hereof.

SCHEDULE

ALL that land in the Land Registration District of Marlborough being part Lot 1 on Deposited Plan 3385, containing 1.3300 hectares, more or less, and comprising part of certificate of title 1D/416. The above area is more particularly shown coloured yellow on plan MD 16365 deposited in the office of the Secretary for Transport at Wellington.

Approval of Motorcycle Safety Helmets in Terms of the Traffic Regulations 1976

PURSUANT to subclause (1) of regulation 88 of the Traffic Regulations 1976*, motorcycle safety helmets of the make and type described in the Schedule hereto are hereby approved for the purposes of regulation 31 of the said regulations.

Notice of Approval of Sirens in Terms of the Traffic Regulations 1976

NOTICE

PURSUANT to regulation 88 of the Traffic Regulations 1976* sirens of the make and model specified in the Schedule hereto are hereby approved for the purposes of regulation 69 (3) of the said regulations.

SCHEDULE

SIRENS incorporated in Federal Jetsonic light bars bearing the model designation JADHS and including 4 siren tones.

This approval is given for siren tone evaluation by the New Zealand Police and shall expire on 31 December 1986.

Pursuant to powers delegated to me by the Secretary for Transport by instrument of delegation dated the 28th day of March 1985.
