neglect of duty, or misconduct, the casual vacancy so created shall be filled, as soon as practicable thereafter, by the appointment or election of a member in the manner in which the vacating member was appointed or elected, and the member appointed or elected to fill the vacancy shall hold office for the residue of the term of office of the member whom that person replaces.

(5) The co-opted member shall be appointed for such term as the council may determine not exceeding 3 years. The co-opted member may be reappointed and that member’s appointment may be cancelled at any time by the council.

(6) The powers of the council shall not be affected by any vacancy in its membership.

4. The New Zealand Technical Correspondence Institute Notice 1908 is hereby revoked.*

ANZCERT Australia - New Zealand Closer Economic Relations—Trade Agreement—Ex NAFTA CER Licences

Under NAFTA Article 3:7 for the calendar year 1982, the following access levels were made available:

(a) Ex I.C. 62.005 Toilet and kitchen linen (other than plain) 40 000 square metres
(b) Ex I.C. 94.020 Synthetic fill sleeping bags (duty 6½%) 18 000 units

With the commencement of ANZCERT on 1 January 1983, these access provisions will be maintained additional to the CER trade liberalisation provisions in terms of Article 5 of ANZCERT. Ex NAFTA CER licences will be issued to the calendar year 1982 licence-holders. Any unallocated licence will then be issued based on previous imports from Australia for the calendar years 1981 and 1982.

Import licence applications should be lodged with the nearest Collector of Customs before 24 June 1983, and be addressed for the attention of J. P. Diamond, Executive Officer, General Industries (2) Department of Trade and Industry, Wellington.

Applications should provide documentary evidence of licence-holding under the 1982 calendar year NAFTA Article 3:7
