Direction Not to Disclose Information
PURSUANT to section 32 (4) of the Official Information Act 1982 a copy of a direction to the Director-General of the Post Office (being the Chief Registrar of Electors) is hereby published for public information. The grounds for the direction and the source and purport of the advice on which it is based are set out in the direction.

NATIONAL ALPHABETICAL ELECTORAL LISTING

The Postmaster-General and the Minister of Justice have decided that the information sought by Messrs Copeland, Fitzpatrick and Company on behalf of their client, Debt Recovery Company New Zealand Limited, and recommended to be released by the Ombudsman pursuant to section 30 (2) of the Official Information Act 1982, a combined electoral roll for New Zealand, should not be made available to them, and accordingly direct you pursuant to section 32 (1) (a) of the Official Information Act 1982 not to release it.

The grounds for the direction are:
(a) Access to information contained in the electoral roll is governed by the particular provisions of the Electoral Act 1956 as amended. By virtue of that Act, copies of printed main and supplementary rolls for electoral districts only are authorised to be supplied to the general public as electoral roll information in documentary form. Access to other electoral roll information is available only on personal inspection at the Registrar’s office. We have been advised and have concluded that on a proper construction of the provisions of the Electoral Act 1956 and of the Official Information Act 1982 the provisions of the former Act govern access to electoral roll information and accordingly govern the proper response to the company’s request, and that those provisions do not authorise compliance with the request that has been made;
(b) Electoral roll information is personal information within the meaning of the Official Information Act 1982. We have been advised and have concluded that personal information is available as of right only to the person to whom it relates except insofar as it is available by virtue of some other enactment the effect of which is preserved by section 52 of the Official Information Act 1982; and that by virtue of the provisions of the Electoral Act 1956 the only electoral roll information available in documentary form to the general public is that contained in the printed main and supplementary rolls for each electoral district.
(c) Compliance with the company’s request would require production in documentary form of material such as changes of address and new enrolments which is not available in documentary form to the general public under the provisions of the Electoral Act.
- The advice on which this direction is based has been received from the Solicitor-General as to legal issues and from the Chief Registrar of Electors (being the Director-General of the Post Office) as to factual issues. The purport of the advice is as set out above.

Notice of Approval of Bylaws
I, Beryl Ann Ranger, Senior Executive Officer (Harbours and Foreshores), pursuant to section 165 of the Harbours Act 1950, and in exercise of powers delegated to me pursuant to sections 8 and 9 of the Ministry of Transport Act 1968, hereby approve the Southland Harbour Board Foreshore Control Bylaws 1983, adopted by the Southland Harbour Board on 27 September 1983.

The Water Recreation (Waikato River Outlet, Lake Taupo)
Notice 1983, No. 2
I, Beryl Ann Ranger, Senior Executive Officer (Harbours and Foreshores), pursuant to regulation 18 (1) of the Water Recreation Regulations 1979* and in exercise of powers delegated to me pursuant to sections 8 and 9 of the Ministry of Transport Act 1968, hereby give the following notice:
NOTICE
- (a) This notice may be cited as the Water Recreation (Waikato River Outlet, Lake Taupo) Notice 1983, No. 2.
(b) This notice shall come into force 14 days after its publication in the New Zealand Gazette and shall remain in force until revoked by further notice in the Gazette.

Subject to the conditions set forth in the Second Schedule hereto, regulations 7 (1) (a), and 7 (1) (b) of the Water Recreation Regulations 1979 shall not apply to that area as specified in the First Schedule.

Notice is hereby given that the Water Recreation (Waikato River Outlet, Lake Taupo) Notice 1983† is hereby revoked.
FIRST SCHEDULE
ALL the waters of the Waikato Outlet Channel, Lake Taupo, down stream of the outer channel marker and within the boat harbour.
SECOND SCHEDULE

No person shall propel or navigate a small craft at a speed exceeding 3 knots across the ground when leaving the Waikato Outlet Boat Harbour, or proceeding upstream therein.

Small craft entering the boat harbour are to maintain the minimum speed above the flow of water to maintain steerage way and control of their craft

No person shall propel or navigate a small craft at a proper speed exceeding 3 knots above the flow of water in the channel and boat harbour.

Vessels entering and leaving the Waikato Outlet Boat Harbour are to proceed as far as practicable on that side of the channel and harbour which is upon the starboard (right) hand. Vessels are to pass between the outer markers, except when, due to lake levels, an alternative channel marked by a red can buoy and green conical buoy, is designated.

Sailing and overtaking are prohibited in the boat harbour and channel.

All persons in charge of a vessel shall adhere to and keep the provisions of all Acts and regulations not specially exempted by this notice.

A suitable notice as may be approved by the Regional Marine Officer, Ministry of Transport, Auckland, shall be erected at the sites deemed necessary by the Regional Marine Officer.
