National Roads Board: Notice Partially Revoking Declaration of State Highway to be a Limited Access Road

REFERRING to State Highway No. 60, Motueka to Dehra Doon Road section as more particularly shown on Sheets 1 to 4 of plan L.A. 54/58/1 and accompanying Schedule held in the office of the Resident Engineer, Ministry of Works and Development, Nelson, and there available for public inspection, it is notified that the National Roads Board by resolution dated 15 July 1981 and pursuant to subsection 5 of section 4 of the Public Works Amendment Act 1963, hereby revokes its resolution dated 16 July 1975* made pursuant to the said section 4 insofar as it affects that part of the limited access road declaration for half its width on the western side across the frontage of part Section 29, Motueka District (C.T. 35/143).

Declaration of Vehicle with Motorcycle Controls to be a Motorcycle

PURSUANT to section 2 of the Transport Act 1962, the Secretary for Transport hereby declares that the vehicle described in the Schedule hereto is a motorcycle for the purposes of the said Act.

SCHEDULE

THE three-wheeled vehicle with motorcycle controls and a 1200 cc Volkswagen engine bearing the engine number 9180814, manufactured by Mr G. H. Jensen of Napier.

Confiscation of Motor Vehicle

PURSUANT to the Criminal Justice Act 1954, section 44b, motor vehicle registration No. D.W. 8456, engine No. 2042, chassis No. 1615, owned by Gregory Charles Taylor of 9 Waimate Crescent, Tokoroa, was confiscated by order of the Honourable Mr Justice Barker in the High Court at Rotorua on the 22nd day of May 1981 in accordance with the above Act.

Notice of Intention to Vary Hours of Sale of Liquor at Licensed Premises—Wellington Licensing Committee

PURSUANT to section 221A of the Sale of Liquor Act 1962, as amended by section 22 (14) of the Sale of Liquor Amendment Act 1976, I, John Fraser Robertson, Secretary for Justice, hereby give notice that the Wellington Licensing Committee on 25 June 1981, made an order authorising variations of the usual hours of trading for the licensed premises known as the Regent Tavern.

To the intent that on days other than those on which licensed premises are required to be closed for the sale of liquor to the general public the hours for the opening and closing of the said premises shall be as follows:

(a) On any Christmas Eve—Opening at 11 o’clock in the morning and closing at 11 o’clock in the evening.

(b) On any New Year’s Eve—Opening at 11 o’clock in the morning and closing at 00.30 o’clock on the morning of New Year’s Day.

Exchange Rates

IN terms of section 25 (2) of the Reserve Bank of New Zealand Act 1964, the Reserve Bank today released outer limits for rates of exchange to be used in transactions involving the conversion of New Zealand currency into foreign currencies and foreign currencies into New Zealand currency when delivery of the foreign currency dealt in will be effected by telegraphic transfer. The following range of rates, for the main currencies used by New Zealand traders in settling foreign exchange transactions, will remain in force until replaced by a new Schedule issued by the Reserve Bank. These rates do not apply to transactions for settlement after the expiration of 2 business days (forward transactions) or to transactions in which instruments are purchased which do not entitle the buyer to foreign currency balances in the foreign centre until the instruments have been delivered at the foreign centre. In the latter case interest at foreign centre rates may be deducted from the telegraphic transfer rate to compensate the purchaser for his loss during the transit period.

Decision of the Indecent Publications Tribunal

IN the matter of the Indecent Publications Act 1963, and in the matter of an application by the New Zealand Police for a decision in respect of the following publication: Riding High, Volume 8, published by Woodhead Publications, Auckland:

BEFORE THE INDECENT PUBLICATIONS TRIBUNAL

DECISION

A single copy of the magazine Riding High, Volume 8, was submitted to the Tribunal for a decision as to its classification by the New Zealand Police, pursuant to section 22 of the Indecent Publications Act 1963. The magazine came before the Tribunal as a result of a complaint being made to the New Zealand Police by an adult member of the public.

Riding High has the sub-title N.Z. Gay Magazine, and is obviously written for circulation to male homosexuals. The Tribunal finds itself in the difficult situation of having to give a decision which must weigh public opinion on the accessibility of the magazine against the obvious problem of its availability and the possible influences it could have on juveniles and young persons who may read it.

Inspector D. L. Bates of the Legal Section of New Zealand Police, in his submission, stated that the magazine “contains a mixture of serious articles, photographic studies
