DECISION OF THE TRIBUNAL
These magazines published in America are similar to issues of Playboy and Penthouse magazines which have come before the Tribunal, except that the emphasis in both photography and text is on the coloured rather than white race. In both text and photographs there is a predominant emphasis in each magazine, on sexual matters. There is in addition a quantity of non-sexual, serious and informative material in each magazine. The question, as with all such magazines, is the balance between the sexual and non-sexual material. It is considered however, that they are not so acceptable as to be freely distributed. An age restriction is necessary. Further, it is appropriate that there should be a restriction order under section 15A of the Act.
The Tribunal accordingly classifies these three issues of Players as indecent in the hands of persons under the age of 18 years, and makes a restriction order under section 15A of the Act in similar terms for a period of 2 years.

DECISION
These Australian publications were seized from a returning traveller who appeared before the Tribunal and stated that he had brought them back for his own personal use. The Tribunal, however, has to consider them as documents in general.
Each of these publications is devoted to the blatant exploitation of sex, and entirely lacks any literary, artistic, social or other merit. We find them all indecent.
