Division of Kurow Pest Destruction District into Wards,
Amendment No. 1 (No. 1532 Ag. 20891)

PURSUANT to section 21 of the Agricultural Pests Destruction Act 1967, the Kurow Pest Destruction Board hereby gives notice that the notice dividing the Kurow Pest Destruction District into wards* is hereby amended by revoking the description of the boundaries of the Otekaieke Ward, described in the Schedule to that notice, and substituting the description set out in the Schedule to this notice.

SCHEDULE

BOUNDARIES OF THE OTEKAIEKE WARD

ALL that area in the Waitaki County, Otago Land District, containing 135,000 acres, more or less, bounded by a line commencing at the junction of the Awakino River with the Waitaki River; thence south-easterly down the centre of the Waitaki River to the confluence of the Maerewhenua River; thence south-westerly up the centre of that river to the southern side of the Pukeuri-Omarama main highway; thence easterly along the southern side of that highway to the Livingstone-Duntroon Road; thence south-westerly along the south-eastern side of that road to the northern boundary of Section 28, Tokarahi Settlement; thence south-westerly to and along the northern side of the Dansey Pass Road to the Maerewhenua River; thence to and generally south-westerly along the centre of that river and its south branch to the western boundary of Section 6, Block XVI, Maerewhenua Survey District; thence northerly along that boundary to and the north-western boundary of Section 2, Block VIII, Kakanui Survey District, and the northern boundary of Section 2, Block XIV, Kyeburn Survey District; thence north-westerly along the south-western boundaries of Section 1, Block XIV, and Section 1, Block XIII, Kyeburn Survey District, to Mount Nobbler; thence generally northerly along the western boundary of Run 510, through Dansey Pass, and along the western boundaries of Runs 17A, 28E, and 28A to Mount Domet; thence north-westerly along the south-westerly boundaries of Runs 28 and 2 of 23; thence generally north-easterly along the north-western boundary of Run 2 of 23 to its northern boundary; thence north-easterly down the centre of the Awakino River to the point of commencement.

DECISION OF THE TRIBUNAL

This publication, described on the cover as Vol. 1, appears to be a monthly publication comprising stills from named movie films with an accompanying text. The films do not seem to have been released for public showing.

It is not a serious film review but is merely a series of photographs of poor quality with a text which has a predominantly prurient appeal and which has little redeeming feature in the publication.

The Tribunal finds this publication to be indecent.

DECISION OF THE TRIBUNAL

This book is a study of female masturbation practices. It is serious, indeed proselytising in tone, arguing that bodily self-knowledge leads women to increased sexual consciousness and greater understanding of themselves and the personal and social roles they are required to play.

It is addressed to feminists and is conceived as a significant addition to feminist literature. However one may regard its advice, there is no doubt of the sincerity of the author’s intention. The Tribunal rules that Liberating Masturbation is not indecent.

DECISION OF THE TRIBUNAL

The Tribunal considered this book (then entitled Psycho-dynamics of Unconventional Sex Practices), in July 1971 and declared it to be indecent except in the hands of persons concerned, either professionally or as students, with sexual abnormalities (Decision 328). Although the title has changed, the edition now before the Tribunal is identical in content to that considered previously.

Having regard to the development within society over recent years of a greater awareness, understanding, and tolerance of more unusual forms of sexual behaviour, the Tribunal is of the opinion that a more relaxed classification is appropriate. However, in view of the fact that this book also deals with perversions with which few people will be familiar, we are, as we were previously, forced to take into account the possible harmful effects that this book could have on younger, more impressionable readers.

The Tribunal classifies this book as indecent in the hands of persons under 18 years of age.
