Amendment to Rules of Marlborough Acclimatisation Society

PURSUANT to section 29 of the Wildlife Act 1953, the
Minister of Internal Affairs hereby gives notice that he has
approved the following new rules made by the Marlborough
Acclimatisation Society to stand in place of Rules 6 and 9
respectively as originally approved by the Minister of Internal
Affairs on 12 September 1956:

  1. Only those persons who were members of the Society
    on the 31st day of August immediately preceding the date
    appointed for the holding of the annual general meeting
    shall be entitled to vote at any ballot for the election of
    officers of the Society, and for the purposes of every such
    ballot the register of members shall be closed as at the
    said 31st day of August.

  2. The election of councillors shall be by postal ballot
    conducted in the following manner:

(a) The Secretary shall on or before the 30th day of
September advertise not less than twice in a daily
newspaper circulating in the District all vacancies
to be filled at the annual general meeting and calling
for nominations to fill all such vacancies.
(b) Nomination for office shall be in writing signed by the
proposer and seconder and containing the nominee’s
written acceptance and all shall be members of
the Society on the 31st day of August prior
to the election. Nominations must be in the hands
of the Secretary not later than 5 p.m. on a day
to be fixed by him being a day between the 1st day
of October and 31st day of October.
(c) Not less than 14 clear days before the date of the
annual general meeting the Secretary shall forward
to each member at his last known mailing address
a ballot paper containing the name, occupation, and
address of every nominee for office. The names of
retiring councillors offering themselves for re-election
shall be indicated by an asterisk. The ballot papers
shall contain clear instructions on how to vote and
state that the voting papers are returnable to the
Secretary, in an envelope marked Ballot Paper, and
must be received by him on or before a date to
be fixed by him and notified on the ballot paper,
such a day to be within the month of November
and prior to the annual general meeting. The
instructions on how to vote shall contain the following instructions:

“Each member shall leave uncancelled the name
of any candidate for whom he desires to vote and
shall strike out the name of any candidate for whom
he does not desire to vote. Each member shall vote
for the full number of candidates required to fill
all positions and any voting paper failing to comply
shall be classified invalid. The voting paper shall
be signed by the voter.”

The non-receipt of any ballot paper by a member
or the accidental omission of any ballot paper to
any member shall not invalidate the election.
(d) Any ballot paper or envelope so marked received
by the Secretary after the specified date shall be
enfaced with the particulars of the date and time
of the receipt by the Secretary and shall be disregarded in counting the ballot and may be
destroyed at the expiration of one month after the
date of the annual general meeting.
(e) On receipt of the completed ballot papers and ballot
envelopes, other than those received after the
specified date, the Secretary shall hand them
unopened to two scrutineers appointed by the
Council and receive a receipt from them for the
total number of ballot papers or ballot envelopes.
The scrutineers shall then in the presence of each
other count the ballot and deliver to the Secretary
prior to the opening of the annual general meeting
a certificate signed by each of them declaring the
result of the ballot papers under sealed cover. The
certificate of such scrutineers shall be conclusive. In
the event of a tie for the last vacant seat on Council
