12. (a) The Returning Officer of the present City of Upper Hutt shall be the Returning Officer for the purpose of conducting the elections called for by the provisions of subclause (a) and subclause (b) of clause 11 of this order.

(b) For the purposes of preparing the rolls for use in such elections the provisions of subsection (3) of section 38 of the Local Government Commission Act 1967 shall, with any necessary modifications, apply.

(c) Every elector shall have one vote only for any such election at which he may be qualified to vote.

(d) The elections shall be held not later than 1 calendar month prior to the date on which this order takes effect.

(e) The persons declared to be elected shall come into office on the date on which this order takes effect.

(f) This clause shall come into force immediately upon the making of this order, notwithstanding anything in clause 1 hereof.

13. The transfer of any members of the staff of the Hutt County Council to the service of the Upper Hutt City Council in terms of the agreement with the Councils of the Cities of Wellington, Porirua, Lower Hutt, Upper Hutt, and the County of Hutt shall be deemed to be transfers of permanent employees within the meaning of section 4 of the Local Authorities (Employment Protection) Act 1963 and the provisions of that Act shall, with any necessary modifications, apply accordingly.

14. So far as they are applicable and with the necessary modifications the provisions of section 99A of the Land Transfer Act 1952 shall apply to the alteration of boundaries herein provided.

15. Except as otherwise provided herein or in the Local Government Commission Act 1967 the provisions of the Municipal Corporations Act 1954 shall apply to the alteration of boundaries herein provided.
