appurtenant thereto as it shall think fit and from time to time
to alter, repair, reconstruct, enlarge, or diminish and maintain
all the same and to inspect, cleanse, or extend or remove the
same, or any of them, and to have thereto for any such
purpose, full, free, and uninterrupted right of entry and
access to and from the said lands by the most convenient and
suitable route, and also full power, right, and authority for
the Body Corporate, its surveyors, agents, contractors, servants,
and licensees, with or without vehicles and machinery, from
time to time and at all times to enter and remain for any of
the purposes aforesaid upon such portions of the said lands
as shall be necessary, convenient, or expedient for such
purposes, and generally to do all such acts and things in or
about the said lands as may be necessary, proper, or expedient
for or in relation to any of the purposes aforesaid.

PURSUANT to the Public Works Act 1928, I, Sir Edward Denis Blundell, the Governor-General of New Zealand, hereby proclaim and declare that the land described in the Schedule hereto is hereby taken for road; and I also declare that this Proclamation shall take effect on and after the 19th day of March 1973.

WILLIAM IVAN GLASS, Esquire, of Auckland, Medical Practitioner; and
PERCIVAL JAMES COMFORT CLARK, Esquire, of Wellington, Retired Dominion Analyst:
GREETING:
WHEREAS it is expedient that an inquiry should be made into the matters and events surrounding and consequent upon the declaration made on the 28th day of February 1973 by Grahame Oliver Sims, a Local Controller, under section 22 of the Civil Defence Act 1962 of a state of local civil defence emergency in respect of a specified area in the City of Auckland (hereinafter referred to as Parnell) and matters incidental thereto:
Now therefore, pursuant to the Commissions of Inquiry Act 1908, I, Sir Edward Denis Blundell, the Governor-General of New Zealand, acting by and with the advice and consent of the Executive Council, hereby appoint you, the said Ronald Keith Davison, William Ivan Glass, and Percival James Comfort Clark to be a Commission to inquire into and report upon the said declaration of a state of emergency in Parnell, and in particular upon—
