(a) The eventsโ
(i) Leading up to and resulting in the said declaration, their causes and origins; and
(ii) Occurring during the continuance of the said state of emergency; and
(iii) To be anticipated as a consequence of the said state of emergency, and including any disabilities to the persons affected:
(b) The persons responsible for the events at each of the three stages referred to in paragraph (a) hereof:
(c) The manner in which individuals and organisations generally reacted to the said state of emergency, and whether individuals and organisations which either were or might have been expected to play a part in dealing with the said emergency did so to the extent that they were required so to do or might have been expected to do:
(d) Whether the administrative machinery and arrangements for dealing with such states of emergency were adequate and appropriate, and whether they functioned properly and effectively:
(e) The nature of the substance involved and the dangers inherent in it in the event of its escape from proper containers:
(f) Whether there were any breaches of the law at either of the first two stages referred to in paragraph (a) hereof, and whether the law provides adequate sanctions and remedies at all stages, both to the community and the individual:
(g) The desirability or otherwise of the use of the said substance in New Zealand and the extent to and conditions under which it should be permitted transit through New Zealand:
(h) The adequacy of the law relating to the giving of notice of the dangers inherent in such or like substances, and the requirements as to the affixing or displaying of warning signs on such or like substances and their containers during manufacture, distribution, or use in or transit through New Zealand:
(i) Suggestions for the prevention as far as possible of any similar incident, whether by means of any additional legislation or administrative or procedural stepsโand generally to inquire into and report upon such other matters arising throughout as may come to your notice in the course of your inquiries and which you consider should be investigated in connection therewith, and any matters affecting the premises which you consider should be brought to the attention of the Government.
And, with the like advice and consent, I do hereby appoint you the said RONALD KEITH DAVISON to be Chairman of the said Commission:
And for the better enabling you to carry these presents into effect you are hereby authorised and empowered to make and conduct any inquiry under these presents, in accordance with the Commissions of Inquiry Act 1908, at such times and places as you consider expedient, with power to adjourn from time to time and place to place as you think fit, and so that these presents shall continue in force and the inquiry may at any time and place be resumed although not regularly adjourned from time to time or from place to place: And you are hereby strictly charged and directed that you shall not at any time publish or otherwise disclose, save to me in pursuance of these presents or by my direction, the contents or purport of any report so made or to be made by you or any evidence or information obtained by you in the exercise of the powers hereby conferred upon you except such evidence or information as is received in the course of a sitting open to the public:
And it is hereby declared that the powers hereby conferred shall be exercisable notwithstanding the absence at any time of any one of the members hereby appointed so long as the Chairman or a member deputed by the Chairman to act in his stead and one other member are present and concur in the exercise of such powers:
And it is hereby further declared that you have liberty to report your proceedings and findings under this Commission from time to time if you judge it expedient so to do:
And, using all due diligence, you are required to report to me in writing under your hands not later than the 1st day of June 1973 your findings and opinions on the matters aforesaid, together with such recommendations as you think fit to make in respect thereof.

PURSUANT to the Auckland Metropolitan Drainage Act 1960, His Excellency the Governor-General, acting by and with the advice and consent of the Executive Council, hereby makes the following order.
ORDER

This order shall come into force on 1 April 1973.

The boundaries of the Inner Area of the Auckland Metropolitan Drainage District are hereby altered so as to include in the Inner Area the areas described in the Schedule hereto.
SCHEDULE
ALL that area in the North Auckland Land District, City of Manukau, in Block XV, Otahuhu Survey District, bounded by a line commencing at the westernmost corner of Allotment 95, Parish of Papakura, taken for education purposes, New Zealand Gazette, 1956, p. 824, and proceeding easterly along the southern boundary of McLennans Road to its junction with Grove Road; thence proceeding southerly along the western boundary of Grove Road to the easternmost corner of part Allotment 42, Parish of Papakura, taken for defence purposes, New Zealand Gazette, 1940, p. 1853; thence proceeding westerly along the southern boundary of the said part Allotment 42 and southerly along the eastern boundary of the Crown land shown on S.O. 36557, to a point in line with the southern corner of Lot 1, D.P. 31503; thence westerly and northerly along the boundary of the Borough of Papakura, as described in New Zealand Gazette, 1969, p. 1529, to the southernmost corner of that part Allotment 41 taken for defence purposes, New Zealand Gazette, 1940, p. 1853; thence northerly along the Inner Area of the Auckland Metropolitan Drainage District as described in New Zealand Gazette, 1964, p. 278, to the point of commencement.
All that area in the North Auckland Land District, City of Manukau, in Block III, Otahuhu Survey District, bounded by a line commencing at the westernmost corner of Lot 1, D.P. 57609, and proceeding along the western, northern, and eastern boundaries of the said Lot 1 to the northernmost corner of the land shown on S.O. 45178 (now public street); thence easterly along the northern and eastern boundaries of the land aforesaid, to and westerly along the boundary of the Inner Area of the Auckland Metropolitan Drainage District as described in New Zealand Gazette, 1967, p. 408, to the point of commencement.
All that area in the North Auckland Land District, City of Manukau, in Blocks XIV and XV, Otahuhu Survey District, bounded by a line commencing at the easternmost corner of the southernmost road reserve, shown on D.P. 19820, and proceeding westerly along the northern boundaries of Lots 10, 9, 8, 7, 6, 5, D.P. 10914, to the westernmost corner of the said Lot 5; thence westerly and northerly along the boundary of the Inner Area of the Auckland Metropolitan Drainage District as described in the New Zealand Gazette, 1964, p. 278, to the westernmost corner of Lot 44, D.P. 19820; thence proceeding easterly along the southern boundary of Lot 4, D.P. 27863, to the northernmost corner of Lot 53, D.P. 19820; thence by a right line to the westernmost corner of Lot 56, D.P. 19820, and continuing to the easternmost corner of the aforesaid Lot 4; thence proceeding southerly along the western boundaries of Lots 1 and 2, D.P. 60621, to the point of commencement.
All that area in the North Auckland Land District, City of Manukau, in Block X, Rangitoto Survey District, bounded by a line commencing at the north-western corner of Lot 144, D.P. 16237, on the line of mean high-water of the Tamaki River, and proceeding northerly generally along the line of mean high-water of the said Tamaki River to Musick Point; thence southerly generally along the line of mean high-water of the Tamaki Strait, to the easternmost corner of Lot 59, D.P. 63441; thence westerly and southerly along the boundary of the Inner Area of the Auckland Metropolitan Drainage District as described in New Zealand Gazette, 1971, p. 393, to the south-eastern corner of part Allotment 57, Parish of Pakuranga, shown on S.O. 30957, at the point of intersection of the northern side of the land shown as Clovelly Road,
