Soil Conservation Authority between the Northland Catchment Commission and any territorial local authority having jurisdiction in the said area in respect of the whole or any part of the district of that local authority.

(c) The provisions of subsection (2) of section 20 of the Water and Soil Conservation Act 1967 shall be restricted to conform with the provisions of paragraphs (a) to (d) of this clause.

(d) Each territorial local authority having jurisdiction in the said area shall pay by way of an annual contribution towards the administrative costs incurred by the Northland Catchment Commission in carrying out its functions under the Water and Soil Conservation Act 1967 such sum or rate as may from time to time be fixed by any Act or regulation in that behalf and, until any such sum or rate has been so fixed, the amount to be so paid shall be such sum as may be agreed upon between the territorial local authority and the Northland Catchment Commission; and in the event of failure of any said territorial local authority and the Northland Catchment Commission to agree on any such sum, then such sum as may be determined by the National Water and Soil Conservation Authority:

In addition the Northland Catchment Commission may levy any of the said territorial local authorities having jurisdiction within the said area for the cost of any work undertaken or proposed to be undertaken for the purposes of the Water and Soil Conservation Act 1967 as hereinbefore restricted; and the cost of such work may be increased by a percentage to provide for administrative and other expenses in respect of the work as more particularly described in subsection (2) of section 84 of the Soil Conservation and Rivers Control Act 1941 which for this purpose shall be read as if the references in that subsection were references to the Water and Soil Conservation Act 1967, such percentage being from time to time determined by agreement between the Northland Catchment Commission and the said territorial local authority:

Provided that where an agreement as referred to in paragraphs (a) and (b) of this subclause is entered into the provisions of this paragraph (d) shall cease to operate or shall be modified to ensure compliance with the terms of the agreement.

FIRST SCHEDULE

ALL that area in the North Auckland Land District, Rodney and Otamatea Counties, bounded by a line commencing at a point in Block IV, Mangawhai Survey District, on the line of mean high-water of the South Pacific Ocean at the easternmost corner of Allotment 107, Mangawhai Parish, and proceeding south-westerly along the south-eastern boundary of that Allotment 107 to and southerly generally along the generally eastern boundaries of Section 37, and the last boundary produced to and westerly along the middle of Black Swamp Road, to a point in line with the eastern boundary of Section 8, Block IV, aforesaid; thence southerly along a right line to and along the eastern boundary, and south-westerly along the south-eastern boundaries of the said Section 8, and the last boundary produced to the middle of Coal Hill Road; thence westerly and southerly along the middle of Coal Hill Road and Te Hana - Mangawhai Road, and the public road forming the eastern boundaries of Section 26, all the aforesaid sections being of Block IV, Mangawhai Survey District, and Allotment 281, Mangawhai Parish, and again Te Hana - Mangawhai Road to a point in line with the southern boundary of Lot 1, D.P. 24567, in Block I, Parkiri Survey District; thence easterly to and along that southern boundary and the northern boundaries of Allotments 90A and 97, to and southerly along the eastern boundary and westerly along the southern boundary of the said Allotment 97 and that boundary produced to the middle of Te Hana - Mangawhai Road, aforesaid; thence northerly generally along the middle of the said road to a point in line with the southern boundary of Allotment 90; thence westerly to and along the said boundary to and southerly along the western boundary of Allotment 92, and that boundary produced to the middle of Cames Road; thence westerly along the middle of the said road to a point in line with the western boundary of Allotment W93, all the aforesaid allotments being of Mangawhai Parish; thence southerly along a right line to and along that western boundary, to and along the northern and western boundaries of Allotment 9, Oruawharo Parish, and that last boundary produced to the middle of the public road forming the southern boundaries of that Allotment 9; thence south-westerly generally along the middle of that public road and the public roads forming the north-eastern boundaries of Allotment N. 43, and the north-western boundaries of Allotments N. 43, M. 43, N.W. 43, N.E. 50, N.E.M. 50, W. 50, 51, N.W. 53, N.E. 53, S. 53, N.W. 61, N.W. 71, S.E. 71, N.E. 72, N.E.M. 72, S.W.M. 72, S.W. 72, N.E. 76, S.W. 76, and 77, to and north-westerly along the middle of the public road forming the north-eastern boundary of Allotment 250, all the aforesaid allotments being of Oruawharo Parish, to the eastern boundary of Otoro and Te Topuni Block; thence northerly along the said eastern boundary, to and westerly along the southern boundary of Lot 2, D.P. 30610, in Block VIII, Otamatea Survey District, and that boundary produced to the middle of State Highway No. 1; thence northerly along the middle of the said State Highway, to and south-westerly along the middle of Ross Road and that middle line produced to the middle of the Newmarket-Opua Railway; thence northerly along the middle of that railway, to its junction with the right bank of a tributary of the Topuni River, in Block VII, Otamatea Survey District, shown on S.O. Plan 16358; thence north-westerly along the said right bank to the line of mean high-water of the Topuni River, in Block VII, aforesaid, and proceeding westerly generally along the line of mean high-water of the bays, inlets, and creeks of the Kaipara Harbour to the southern side of the public road forming the northern boundary of Section 17, Block I, Hukatere Survey District, thence easterly generally along the southern boundary of the Northland Catchment Area as described in New Zealand Gazette, 1962, p. 85, to its junction with the line of mean high-water of the South Pacific Ocean, in Block I, Mangawhai Survey District, thence southerly generally along the line of mean high-water of the South Pacific Ocean to the point of commencement including all adjacent islands in Harbours and Rivers.

SECOND SCHEDULE

ALL that area in the North Auckland Land District, Rodney County, bounded by a line commencing at the southern end of the eastern boundary of Allotment 10, Oruawharo Parish, in Block I, Pakiri Survey District, and proceeding southerly generally along the production of the said eastern boundary to the middle of the public road forming the southern boundaries of that Allotment 10; thence westerly generally along the middle of that public road and the public road forming the north-eastern boundaries of Allotment N. 43 and the north-western boundaries of Allotments N. 43, M. 43, N.W. 43, N.E. 50, N.E.M. 50, W. 50, 51, N.W. 53, N.E. 53, S. 53, N.W. 61, N.W. 71, S.E. 71, N.E. 72, N.E.M. 72, S.W.M. 72, S.W. 72, N.E. 76, S.W. 76, and 77 to and north-westerly along the middle of the public road forming the north-eastern boundary of Allotment 250, all the aforesaid allotments being of Oruawharo Parish, to the eastern boundary of Otoro and Te Topuni Block; thence northerly along the said eastern boundary to and westerly along the southern boundary of Lot 2, D.P. 30610, in Block VIII, Otamatea Survey District, and that boundary produced to the middle of State Highway No. 1; thence northerly along the middle of the said State highway, to and south-westerly along the middle of Ross Road, and that middle line produced to the middle of the Newmarket-Opua Railway; thence northerly along the middle of that railway to its junction with the right bank of a tributary of the Topuni River, in Block VII, Otamatea Survey District, shown on S.O. Plan 16358; thence north-westerly along the said right bank, to and northerly along the left bank of the Topuni River to and westerly along the southern side of State Highway No. 1, to and up the middle of the Hakaru River to a point in line with the northern side of the public road forming the southern boundary of Allotment 193, Oruawharo Parish, in Block IV, Otamatea Survey District; thence easterly generally to and along that northern side, and south-easterly generally along the northern side of the public road forming the generally south-western boundaries of Allotments 31 and 30, and the generally southern boundaries of Allotments 29, 242, part Allotment 22, crossing the intervening Pritchards Road, part Allotment 21, and part Allotment 18, to a point in line with the south-western boundary of that part of Allotment 18, shown on D.P. 26309, and along a right line to and along the south-western boundary, and north-easterly generally along the south-eastern boundaries of the last-mentioned part Allotment 18, to and continuing along the generally north-western side of the public road forming the south-eastern boundaries of Allotment 18, Lots 4 and 3, D.P. 42988, and the last-mentioned roadside produced across Valley Road to and easterly generally along the northern side of the public road forming the generally southern boundaries of Allotments 12, 11, and 10, all the aforesaid allotments being of Oruawharo Parish, to the point of commencement.

And, all that area in the North Auckland Land District, Rodney County, bounded by a line commencing at a point in Block IV, Mangawhai Survey District, on the line of mean high-water of the South Pacific Ocean at the easternmost corner of Allotment 107, Mangawhai Parish, and proceeding south-westerly along the south-eastern boundary of that Allot-
